No person shall conduct, operate or maintain any circus, street show, carnival or other public exhibition, other than baseball, softball, basketball, football or hockey, in the village without first obtaining a license or permit therefor. Said permit or license shall expressly limit the time within which such circus, street show, carnival or exhibition may be operated.
A permit may be obtained from the Village Board upon the submission of a written application, the payment of any application fee determined by resolution of the Village Board and a holding of a public hearing by the Village Board upon not less than five (5) days' notice to the public.

Any violation of any provision of this chapter shall be punishable by a fine not exceeding two hundred fifty dollars ($250.) or imprisonment not exceeding fifteen (15) days, or both such fine and imprisonment.
