No person shall make, aid or assist in making any riot, noise, disturbances or improper diversion or behave in any indecent or disorderly manner in the streets or in any public place or on any private premises or elsewhere in the village.
Any person found guilty of violating any of the provisions of this chapter shall be subject to a fine not to exceed two hundred fifty dollars ($250.) or imprisonment not to exceed fifteen (15) days, or both such fine and imprisonment.
