There shall be a Water Department, the head of which shall be the Superintendent of the Water Department appointed by the City Manager for an indefinite term. Subject to supervision and control by the City Manager, the Superintendent shall have supervision and control of the Water Department. It shall be the duty of the Water Department to have charge of, control, operate, repair, maintain and improve the water and sewer systems of the City.
