A merit system is hereby created for the officers
and employees of the City in accordance with Section 59 of the Charter.
Appointments and promotions in the service of the City shall be made
solely on the basis of merit and fitness, and layoffs, suspensions,
demotions and removals shall be made solely for the good of the service.
All officers and employees of the City shall
be divided into the classified and the unclassified services.
A. The following officers and employees shall constitute
the unclassified service:
(1) The Mayor and other Councilmen.
(2) The City Manager, the City Attorney, the municipal
judge, the City Treasurer and the Hospital Administrator.
(3) Members of each board, commission or other plural
authority.
(4) All personnel who serve without compensation.
(5) All part-time and temporary personnel.
B. All City officers and employees not referred to in Subsection
A above shall be in the classified service.

The Council, by resolution, shall further regulate
personnel matters, in accordance with Section 59 of the Charter, by
adoption of a Personnel Manual. The Personnel Manual shall regulate
such matters as personnel classification, compensation (pay plan and
the like), recruitment and appointment, promotion, conduct of personnel,
separation and disciplinary action, grievances, leaves, vacation,
days and hours of service, holidays, training, records and other personnel
matters. All such rules shall be in harmony with the Charter and ordinances
of the City.

A. The City Manager shall propose for the approval of
the Council a comprehensive Personnel Manual and shall update said
manual at the end of each fiscal year. The Personnel Manual shall
fully describe the organization of City government as it pertains
to all departments, divisions, agencies, officers and employees, including
the classification of positions by job description, title and minimum
qualifications.
B. The Personnel Manual shall be adopted by the City
Council by resolution and may be amended by the same method. The Personnel
Manual, together with any amendments thereto, shall be a public document
available for inspection or duplication by any person at the City
Clerk's office during regular office hours. Upon its adoption by the
Council, the Personnel Manual shall be binding and effective as to
all matters covered therein.
