Picnic shelters in the City parks may be reserved for use subject to such rules as the City Manager may establish. When no reservation of a shelter has been made, shelters shall be used on a first-come basis; provided that large gatherings (five or more persons) in an unreserved shelter may be required to execute an assumption of liability form designating one or more persons responsible for damage to shelters and public items within and around shelters, and general care and cleanup of the premises.

It shall be unlawful for any person to possess glass bottles, jars and containers of any type or variety on City property at Lake El Reno or within City parks.

It shall be unlawful for any person, firm, corporation or association other than the City of El Reno or the State of Oklahoma to place any permanent building or structure within any City park from and after the effective date of this section.

It shall be unlawful for any person, firm, corporation or association to possess or use golf balls within any park or recreational area which is the property of the City of El Reno. This prohibition shall not apply to the possession or use of golf balls at the Crimson Creek Golf Course. The City Manager may designate specific areas within the municipal parks or recreational areas by the use of signs in which this prohibition shall not apply.
