There shall be a Board of Park Commissioners
which shall have advisory jurisdiction over all green spaces of the
city and all parks, including Slater Park.
Following the passage of this article, there
shall be appointed nine members to the Board of Park Commissioners;
three shall each serve a term of one year, three shall each serve
a term of two years and three shall each serve a term of three years.
Any subsequent appointment in accord herein shall be for a term of
three years.
The Board shall have the following advisory
powers and duties:
A. Plan the use of areas and facilities under its jurisdiction.
B. Draft policies, rules and regulations governing access
to and use of the areas and facilities under its charge.
C. Prepare and revise annually a program of capital improvements
for areas and facilities under its jurisdiction, in the following
five years, for submittal to the City Planning Commission, no later
than February 1 of each year.
D. Draft and prepare, for approval by the City Council,
such rules and regulations for the proper conduct of all activities
within its jurisdiction.
E. Do all acts consistent with this article necessary
and proper for the care, management, improvement, maintenance and
protection of the public parks under its jurisdiction.
F. Report their findings to the City Council.

G. Submit an annual report to the City Council on the
state of the parks and open spaces within the city by December 31
of each year.
