The special fund known as the "Carousel Enterprise
Fund" shall be maintained by the City of Pawtucket for the operation,
maintenance and upgrading of the carousel in Slater Park operated
by the Division of Parks and Recreation.
The Carousel Enterprise Fund shall be maintained
by public donations, public and private grants, rental fees, concession
fees and other revenue derived from the carousel. Also, all moneys
in other funds designated by ordinance or resolution for the operation
and/or maintenance of the carousel, including but not limited to the
restricted trust and agency fund called the "Carousel Fund," shall
be transferred into the Carousel Enterprise Fund. All moneys collected
pursuant to this section shall be applied to the operation and maintenance
of the carousel, part-time operator salaries and payroll taxes.
The Director of Finance shall set up an enterprise
fund to be used specifically for the purpose described.
The Director of Finance shall have the authority
and discretion to allocate and disburse those funds that the Superintendent
of the Division of Parks and Recreation deems necessary to maintain
the carousel.
The Superintendent of the Division of Parks
and Recreation is hereby authorized to exercise control over those
funds that are ultimately disbursed by the Director of Finance.
The Superintendent of the Division of Parks
and Recreation shall submit an annual report to the City Council outlining
the planned expenditures relative to the Carousel Enterprise Fund.
