The special fund known as the "Recruitment Testing
Fund" shall be maintained by the City of Pawtucket to cover costs
associated with recruitment of fire fighters and patrolmen.
The Recruitment Testing Fund shall be maintained
by charging a fee at the time a written test is given. The minimum
fee will be $50 and adjusted annually if needed to cover actual costs
of recruitment. Charges allowed to this fund must be associated with
the recruitment process of fire fighters and patrolmen such as hall
rental, supplies, printing, test cost, test scoring fees and overtime
associated with the administration of the test after or beyond normal
working hours. The fund shall never be allowed to withdraw expenses
beyond the actual revenue receipts forecast of the fund causing a
negative balance by the end of any one given fiscal year.
The Director of Finance shall set up a special
revenue fund to be used specifically for the purpose described.
The Director of Finance shall have the authority
and discretion to allocate and disburse those funds that the Personnel
Director deems necessary to cover costs of recruitment.
The Personnel Director is hereby authorized
to exercise control over those funds that are ultimately disbursed
by the Director of Finance.

The Recruitment Testing Fund shall be outlined
annually in the audit report submitted in accordance with Sec 2-503
of the charter.
