No application for a license or for a transfer
or renewal of any license shall be considered unless any and all taxes,
assessments, debts or charges of any kind due the City of Pawtucket
are paid in full at the time of the application; neither shall an
application be considered if, at the time of application, the applicant
is in violation of any City regulation or ordinance.
