A. No person shall place or deposit or cause or permit
to be placed or deposited upon any premises anywhere within the City
any decomposing or decomposable animal, vegetable or other organic
debris or any other offensive matter or substance of any sort, unless
such materials are judged by the Supervisor of the Environmental Control
Division to be part of a backyard composting pile of materials such
as leaves, weeds, grass clippings, hedge trimmings, sawdust, fireplace
and wood ashes, vacuum cleaner lint, eggshells, coffee grounds and
tea leaves, hair and peanut shells, not including meat, dairy products
or fats, oils and grease.

B. Every owner, lessee or occupant of such land or persons
having general charge of the same or any other person hereafter placing
or depositing or causing or permitting to be placed or deposited any
such matter or substance, as aforesaid, shall, if the Supervisor of
the Environmental Control Division shall so request in writing, remove
such matter or substance from such land within three days after receiving
such request.
C. Every day in excess of three days that any person
shall suffer or permit any such matter or substance to remain upon
such land after receipt of such request from the Supervisor of the
Environmental Control Division shall be deemed and regarded as a separate
offense under this section.

A. The owner of any premises where swill or garbage shall
accumulate shall provide a covered, rodentproof, insectproof, watertight
receptacle on such premises for such swill or garbage, and shall deposit
or cause to be deposited all such swill or garbage in such receptacle.
B. Such owner or occupant shall not locate such receptacle
in any place which is not satisfactory to the Supervisor of the Environmental
Control Division, his or her agent or designee. Said receptacle shall
be screened by fencing or shrubbery if visible from the street.
C. No person shall deposit any garbage in any place other
than such a garbage receptacle as is herein prescribed, and no person
shall deposit any dishwater or liquid refuse, bottles, broken glass
or crockery or any other refuse other than garbage in any garbage
receptacle.
D. No person, unless appointed and licensed so to do
by the City Council, shall remove, carry or transport any swill or
house offal from any house, market, building or premises upon or through
any street or highway in the city. All swill and house offal shall
be removed in or from the City in watertight, closely covered vehicles.

A. Every dwelling shall have adequate rubbish storage
and disposal facilities or containers approved as to type and location
by the Supervisor of the Environmental Control Division, his or her
agent or designee.
B. Every owner of a dwelling shall supply on the premises
such rubbish disposal facilities and storage containers for each dwelling
therein as are required by law and shall maintain such facilities
in good repair and sanitary condition and shall provide for the proper
collection and removal of the contents thereof.
Every occupant of a dwelling or dwelling unit
shall dispose of all rubbish and garbage in a clean and sanitary manner
by placing it in the facilities provided by the owner or agent of
such dwelling or dwelling unit.
