[HISTORY: Adopted by the Town Board of the Town of Woodruff 2-11-1986 as Ch. 20 of the 1986 Code. Amendments noted where applicable.]
A. 
Purpose. This section contains a joint, uniform and identical ordinance by the municipalities surrounding the thoroughfare from Minocqua Lake to the entrance and outlet of Mid Lake in the Towns of Minocqua and Woodruff and continuing in the thoroughfare to the ending of the thoroughfare at the entrance and outlet to Lake Tomahawk, specifically at a point 100 feet south of Stolp Island, also known as "Maru Island," located in S24, T39, R6, PT. GL., 1 IS. in SW cor. The purpose of this section is to regulate the use and operation of boats and other watercraft on the thoroughfare in the interest of public health and safety pursuant to § 30.77(3), Wis. Stats.
B. 
Definitions. Definitions used in Ch. 30, Wis. Stats., are hereby adopted.
C. 
Setback requirements for boat wakes. No person shall operate a motorboat on the waters of Mid Lake within the Town of Woodruff, Oneida County, in a manner to enhance an elevated wake for over 50 feet in length closer than 700 feet from any shoreline, dock, pier, raft or other restricted area(s). An elevated wake is a trail of disturbed water left by the passage of a watercraft in excess of 24 inches. Such prohibited operation shall apply to wake enhancement watercraft by the use of ballast mechanical hydrofoil(s), uneven loading or operation at transition speed. "Transition speed" means the speed at which the boat is operating at greater than slow-no-wake speed, but not fast enough so the boat is planing.

D. 
Special events. There shall be no organized water events, special events or contests without the express permission of the Town Boards of Minocqua and Woodruff.

E. 
Violations.
(1) 
The owner or occupant of any boat or other watercraft in the thoroughfare as specifically described in Subsection A above shall not operate such boat, motorboat or other watercraft in excess of slow-no-wake speed. "Slow-no-wake" as defined in this section means the slowest possible speed so as to maintain steerage.
(2) 
The thoroughfare as specifically described in Subsection A above subject to this section shall be marked by buoys which shall indicate that the area subject to this section is a slow-no-wake area. Copies of this section shall be posted at major boat landings in the described area.
F. 
Enforcement. The provisions of this section shall be enforced by the Minocqua and Woodruff Boat Patrols and officers of the Minocqua, Woodruff and Lake Tomahawk Police Departments.

Purpose.
(1) 
This section contains a joint, uniform and identical ordinance by the municipalities surrounding Tomahawk Lake regulating the equipment, use and operation of boats and other watercraft on the lake in the interest of public health and safety pursuant to § 30.77(3), Wis. Stats.
(2) 
The Minocqua and Woodruff Town Boards, being aware of and recognizing the hazards to persons and property from the use and occupancy of boats and other watercraft during storms and from the presence of fire or other forms of heat aboard the same, and accidental burning therefrom, and also the possibility of intentional or accidental littering and polluting of the lake from such use and operation and the presence of motors and equipment using flammable liquids, and from the presence of such flammable material, and each having jurisdiction over a portion of Tomahawk Lake, being an inland lake located in Oneida County, Wisconsin, which county does not operate any marina development adjacent to such lake, do jointly and identically in conformity with § 30.77(3), Wis. Stats., adopt the following.
B. 
Definitions. Definitions used in Ch. 30, Wis. Stats., are hereby adopted.
C. 
Special events. There shall be no organized water events, special events or contests without the express permission of the Town Boards of Minocqua and Woodruff.

D. 
Violations. No owner or occupant of any boat or other watercraft that has facilities for cooking and sleeping shall:
(1) 
Use or permit the use of fire or any other type of heat for cooking aboard it.
(2) 
Permit sleeping aboard.
(3) 
Use or permit its use for general living conditions, while the same is located anywhere on the body of Tomahawk Lake, including any of its bays or harbors, or on the docking facilities or land abutting the same.
E. 
Enforcement. The provisions of this section shall be enforced by the Minocqua and Woodruff Boat Patrols and officers of the Minocqua, Woodruff and Lake Tomahawk Police Departments.

A. 
Intent. The intent of this section is to provide safe and healthful conditions for the enjoyment of aquatic recreation consistent with public rights and interest and capability of the water resource.
B. 
Applicability and enforcement. The provisions of this section shall apply to the waters of Clear Lake within the jurisdiction of the Town of Woodruff. The provisions of this section shall be enforced by the officers of the Boat Patrol and Police Department of the Town of Woodruff.
C. 
Restricted areas.
(1) 
No person shall operate a motorboat at a speed greater than slow-no-wake in the following area when posted by regulatory buoys: the entire channel between the north and south basins of Clear Lake, T39N, R7E, Sec. 9.
(2) 
No person shall operate a boat in the following area, except for an emergency or rescue operation, when marked by swimming buoys: the east shore of the channel between the north and south basins of Clear Lake in T39N, R7E, Sec. 9, adjacent to land owned by Red Pine Camp for Girls, Inc., specifically described as an area 200 feet from shore for a distance of 300 feet parallel to the shore that encloses the swimming raft and piers.
D. 
Water-ski pickup and drop area. The following area is designated as a public water-ski pickup and drop area when marked by buoys: the southeast shore of the north basin of Clear Lake in T39N, R7E, Sec. 9, encompassing a pier owned by and adjacent to property of Red Pine Camp for Girls, Inc., more specifically described as from 100 feet each side of such pier extending out 200 feet lakeward.
A. 
No person shall operate a boat powered by an internal combustion engine and no owner of a boat shall allow his boat to be so operated on the following lakes: Sureshot Lake, Zottle Lake, Three Little Lakes and Miller Lake.
B. 
Nothing in this section shall be construed to make it illegal for any boat to be powered by an electrically powered motor.
C. 
"Boat" as defined by § 30.50(2), Wis. Stats., and adopted by this section means every description of watercraft other than a seaplane on the water, used or capable of being used as a means of transportation on water.
A. 
Inland waters defined. "Inland waters" as covered by this section means the waters defined as inland waters in §§ 29.001(45) and 30.745(1)(a), Wis. Stats.
B. 
Regulated. No houseboat or similar structure shall be located, used or operated on, through or over the inland lakes, waters or on the shore of any lakes or streams in the Town without complying with the following provisions:
(1) 
Display of permit. There shall be obtained and attached to such houseboat or structure, in a conspicuous place, any current license or permit required by any statute, rule or regulation of the state or any of its authorized divisions, departments or commissions, or any such license or permit which the municipality having jurisdiction of such inland water may, by legislation, be authorized to issue.
(2) 
Limitation as to use. Unless otherwise specifically authorized and permitted by statute, no such houseboat or other structure of any kind which has any sleeping facilities used or intended for living or commercial purposes shall be used or operated on such waters within 100 feet of the shoreline nor for the use or sale of beer or intoxicating beverages for commercial purposes.
(3) 
Disposition of refuse in water. No person shall dispose of, place or throw into any such waters within the jurisdiction of the Town, or leave upon the ice thereof, any cans, bottles, debris, refuse or other solid waste material.
(4) 
Toilet must be sealed. No person shall maintain or operate in any inland water herein any boat or structure equipped with a toilet, unless such toilet is sealed or otherwise rendered inoperative so as to prevent human waste from discharging into such waters.
(5) 
Public facilities. A reasonable fee shall be charged and paid for the use of public boat launching facilities owned or operated by the Town, and as to boats carrying passengers for hire, such boats shall be subject to such inspection and regulations, not restricted or prohibited by statute, as may be reasonably required to provide safety and security to the crew and passengers.
(6) 
General incorporation. Insofar as applicable and authorized, such other regulatory provisions under §§ 30.50 to 30.77, Wis. Stats., not herein specifically covered and not prohibited or restricted to this Town shall be incorporated herein so as to protect the health and welfare of the public in the lawful use of the inland waters for recreation, fishing, swimming and other proper uses within the jurisdiction of this Town.
C. 
Joint municipal action. Pursuant to the provisions of § 30.77, Wis. Stats., this section shall become valid and effective when an identical ordinance is passed by the other municipalities having jurisdiction of the inland waters affected by this section and the same is published and posted as hereafter set out.
The statutory provisions describing and defining regulations with respect to water and ice, traffic, boats, boating and related water and ice activities in the following enumerated sections of the Wisconsin Statutes, exclusive of any provisions relating to penalties to be imposed or punishment for violation of such statutes, are by reference adopted as part of this chapter as if fully set forth herein. Any act required to be performed or prohibited by the provisions of any statute incorporated by reference herein is required or prohibited by this chapter.

A. 
Aircraft landing regulated.
(1) 
It shall be unlawful for any person to ascend or land with any commercial aircraft upon the bodies of water within the boundaries of the Town of Woodruff. This proscription shall not apply to emergency landings nor to military or National Guard personnel nor to any medical helicopter.
(2) 
For the purposes of this section, the term "commercial aircraft" shall include any aircraft carrying passengers for hire or operated in connection with any other business and carrying passengers primarily for amusement or recreational purposes. This section may not be circumvented by attempting to disguise a charge for an airplane ride as some other charge, i.e., charge for a house tour and get a plane ride free.
(3) 
It shall be unlawful for any aircraft, whether commercial or otherwise, to make continuous landings and takeoffs, commonly known as "touch and goes," upon the bodies of water within the boundaries of the Town of Woodruff.
(4) 
This section, at this time, exempts noncommercial seaplane use from further restrictions upon the bodies of water within the boundaries of the Town of Woodruff. However, should problems arise regarding the recreational use of these aircraft by local and visiting seaplane pilots, this section may be amended by Woodruff Town Board action to implement any restrictions deemed necessary.
B. 
Penalty. Any person violating the provisions of this section shall be punished by a fine or forfeiture of not less than $500 nor more than $1,000 per violation, together with the costs of the action. Each time a violation occurs shall be considered a separate and distinct offense.
C. 
Prosecution. As a substitute for or in addition to forfeiture actions, the Town Attorney may, on behalf of the Town, seek enforcement of any and all parts of this section by court actions seeking injunctional orders or restraining orders and/or by pursuing nuisance actions against the violator.
A. 
First offense. Except as otherwise provided, any person who shall violate any provision of this chapter shall, upon conviction, be subject to a forfeiture of not less than $100 plus costs of prosecution and in default of payment of the same be imprisoned in the county jail until paid, but not to exceed 30 days.
B. 
Subsequent violations. Subsequent violations shall be subject to a forfeiture of not more than $200 plus costs of prosecution and in default of payment to imprisonment in the county jail until paid, but not to exceed 90 days.
