The municipal parking fields of the Village of Island Park (except beach parking) are hereby known and designated as "parking fields" as follows, wherein the parking of vehicles shall be permitted only upon the conditions set forth in this chapter:
A. 
Field No. 1: the all-metered field bordered by the eastbound railroad tracks, California Place South and Austin Boulevard.
B. 
Field No. 1A: the west side of Long Beach Road, adjacent to ClayTime Tennis and the westbound railroad tracks.
C. 
Field No. 1B: the area bordered by Emerson Place, Station Plaza and California Place South.
D. 
Field No. 2: east side of Long Beach Road, bordered by the Village Hall and the eastbound railroad tracks to the taxi stand.
E. 
Field No. 3: east side of Nassau Lane and the end of Warwick Road, bordered by the eastbound railroad tracks, the Village Hall and the American Legion Building a distance of 220 feet.
F. 
Field No. 4: east side of Long Beach Road adjacent to and immediately south of the Island Park Jewish Center.
G. 
Field No. 5: southwest corner of Long Beach Road and Warwick Road.
H. 
Field No. 6: west side of Long Beach Road adjacent to and immediately north of the Bank of New York.
I. 
Field No. 7: west side of Long Beach Road adjacent to and immediately north of Rocco's Pasta, 312 Long Beach Road.
J. 
Field No. 8: west side of Long Beach Road adjacent to and immediately north of Paradise Hair Salon.
No person shall park or permit to stand any vehicle for longer than the herein designated limits, and for the designated purposes, except at meters, unless a permit therefor has been obtained from the Village Clerk, as follows:
A. 
Field No. 1: all metered lot, except for the spots designated for one-hour parking, for which no permit is required; and two rows marked for commuter parking permits.
B. 
Field No. 1A: commuter parking field, permit required at all times.
C. 
Field No. 1B: commuter parking field, permit required at all times except 6:00 p.m. to 12:00 midnight.

D. 
Field No. 2: merchant parking field, permit required for parking more than three consecutive hours; no parking between 6:00 a.m. and 9:00 a.m.
E. 
Field No. 3: commuter parking field, permit required at all times; except for designated senior citizen parking behind the American Legion building, for which a special permit is required.
(1) 
The north commuter parking field presently set up with Muni Meters will be parking by permit only.

F. 
Field No. 4: merchant parking field, permit required for parking more than three consecutive hours; no parking between 6:00 a.m. and 9:00 a.m.

Field No. 5: merchant parking field, permit required for parking more than three consecutive hours; no parking between 6:00 a.m. and 9:00 a.m.
H. 
Field No. 6: merchant parking field, permit required for parking more than three consecutive hours.
I. 
Field No. 7: merchant parking field, permit required for parking more than three consecutive hours.
J. 
Field No. 8: merchant parking field, permit required for parking more than three consecutive hours, except for nine spots marked "Senior Citizen Parking" for which a special permit is required.

A. 
A resident parking permit shall be issued only to residents of the Village or owners of property assessed on the last assessment roll of said Village.
B. 
An Island Park nonresident parking permit shall be issued to persons who reside in an unincorporated area which has been designated by the United States government to be within the jurisdiction of the Island Park Post Office.
C. 
A nonresident parking permit shall be issued to persons who reside in an unincorporated area of the Town of Hempstead or the City of Long Beach, upon verification and determination of the Village Clerk.
D. 
A merchant parking permit shall be issued to persons operating a business within the Village and persons actually employed within the Village, upon verification of employment as may determined by the Village Clerk.
The Village Clerk shall, at the time such permits are issued, deliver to such permittee a distinctive sticker bearing a number and the term for which such permit shall be valid.
A. 
Resident parking permits shall be issued as herein described:
(1) 
The fee for an annual resident parking permit shall be set from time to time by the Board of Trustees, and shall be valid for the period January 1 to December 31 of each calendar year. No semiannual resident permits will be issued.
B. 
Island Park nonresident parking permits shall be issued as herein described:
(1) 
The fee for an annual Island Park nonresident parking permit shall be set from time to time by the Board of Trustees, and shall be valid for the period January 1 to December 31 of the year for which it is issued.
(2) 
The fee for each semiannual Island Park nonresident parking permit shall be set from time to time by the Board of Trustees, and shall be valid for the period July 1 to December 31 of the year for which it is issued.
C. 
Nonresident parking permits shall be issued as herein described:
(1) 
The fee for an annual nonresident parking permit shall be set from time to time by the Board of Trustees, and shall be valid for the period January 1 to December 31 of the year for which it is issued.
(2) 
The fee for each semiannual nonresident parking permit, if available, shall be set from time to time by the Board of Trustees, and shall be valid for the period July 1 to December 31 of the year for which it is issued.
D. 
Merchant parking permits shall be issued as herein described: The fee for an annual merchant parking permit shall be set from time to time by the Board of Trustees, and shall be valid for the period January 1 to December 31 of the year for which it is issued. No merchant parking permit shall be issued without proper identification as a business operator or employee thereof; such identification must be a payroll check or stub identifying the applicant; W-2, W-4 forms or other identification as may be required to prove employment, upon verification and determination of the Village Clerk. All applications for merchant parking permits must be signed and certified on the back by the owner/operator of the business that the applicant is an employee of said business. No semiannual parking permits for merchants shall be issued. All merchant parking permits may be used only in parking fields so designated and may not be used in commuter parking fields.
E. 
Senior citizen parking permits shall be issued as herein described:
(1) 
The fee for a senior citizen parking permit shall be set from time to time by the Board of Trustees, issued to participants of the Island Park Nutrition Center at the American Legion Building for parking where designated. Each application shall be signed and certified by the Director of the Nutrition Center.
(2) 
There shall be no fee for senior citizen parking in Field No. 8 where designated for senior citizen parking. Permits shall be issued only to residents of the Island Park senior housing upon submission of proof of residency at 347 Long Beach Road.
F. 
Applicable taxes shall be paid by the permittee at the time of issuance of the permit.
G. 
The Mayor and Board of Trustees reserve the right, from time to time, by resolution, to reduce or increase rates for parking permits.
H. 
The fee for an annual parking permit for a member of the Village of Island Park Volunteer Fire Department shall be the same fee and requirements as outlined for residential parking permits contained in Subsection A of this section.

The payment of the fee and the issuance of the sticker shall not be construed to guarantee the applicant a reserved space.
The applicant shall conspicuously display said sticker on the right side of the rear bumper of the vehicle for which the permit is issued.
Such permit shall not be transferable from one owner to another or from one vehicle to another. In the event that the owner replaces the licensed vehicle during the calendar year, the sticker shall be removed from the licensed vehicle before disposing of it. This sticker may then be presented to the Village Clerk, a new application and affidavit filed, and a new sticker may be requested for a fee as set from time to time by the Board of Trustees.

A. 
Parking meter areas shall be designated as follows:
(1) 
Field No. 1: as described in § 386-1 of this chapter.
(2) 
Designated on-street parking meters located on Austin Boulevard. as assigned by the Mayor and Board of Trustees.
B. 
Installation. The Superintendent of Public Works shall install parking meters in the parking meter zones designated hereunder, with each space marked by painted lines or other durable marking. The parking meters shall be of a type that are set in operation after deposit of coin of the United States, indicated on the meters, which will entitle the party parking his or her vehicle to a limited time as indicated on the parking meter and the time when such period has elapsed.
C. 
Operation. Except in an emergency, as lawfully determined by an officer of the Fire or Police Department, or in compliance with the directions of a police officer or traffic control sign or signal, it shall be unlawful for the owner or operator of any motor or other vehicle to park in the designated parking meter areas without depositing coins for a specified time, at all times (24 hours per day), Monday through Sunday.
D. 
Parking meter fees. Effective with the passage of this chapter, the fee for the use of a parking meter space shall be paid at the rate set by the Board of Trustees from time to time for each one hour the parking meter space is occupied. The Mayor and the Board of Trustees reserve the right, from time to time, by resolution, to reduce or increase the rate at which the fee for the use of a parking meter shall be paid.

It shall be unlawful and a violation of the provisions of this chapter for any person:
A. 
To deface, injure, tamper with, open or willfully break, destroy or impair any parking meter or the usefulness of any parking meter installed under the provisions of this chapter.
B. 
To deposit or cause to be deposited in any parking meter any slug, device, metal substance or other substitute for lawful coins of the United States of America.
It shall be unlawful to park any vehicle across any line or marking designating a parking space, or to park said vehicle in any way that the same shall not be wholly within a parking space as designated by said lines or markings. All vehicles shall be parked "head-on" only in each designated parking spot in all municipal parking fields.
No commercial vehicle in excess of 2 1/2 tons shall be parked or left standing in any of the parking fields of the Village of Island Park, and no truck containing sewage effluent commonly known as a "scavenger truck," or any equipment used in connection therewith or any truck of any size containing any flammable, explosive, toxic or obnoxious materials or any commercial vehicle in excess of 20 feet, including the load or trailer truck or tractor, shall be permitted to stand, park or to be loaded or unloaded in any portion of said parking fields within the Village of Island Park.
No repair work on motor vehicles, except emergency repairs, shall be done or performed in any municipal parking field.
Designated handicapped parking spaces in all municipal parking fields require the proper New York State handicapped permit or handicapped license plates. All designated handicapped parking spaces in parking permit fields will also require the appropriate Village parking permit as designated for each field. All handicapped parking spaces at parking meters require the deposit of coins for a designated time interval.
Nothing in this chapter shall be construed as prohibiting the Village of Island Park from providing for bus stops and taxicab stands and similar matters, including loading and unloading of trucks, vans and other commercial vehicles in said parking zones or otherwise in said Village of Island Park.
It shall be the duty of the Nassau County Police Department, the designated Code Enforcement Officer, the Superintendent of Public Works or the Village Clerk to enforce the provisions of this chapter.

Any person violating any provisions of this chapter shall, upon conviction thereof, pay $40 except where New York State Vehicle and Traffic Law applies.
