It shall be unlawful to place or permit to remain
anywhere in the Village any garbage or other material subject to decay,
other than leaves or grass, except in a tightly covered refuse container.
It shall be unlawful to cause or permit to accumulate
any dust, ashes, or refuse of such material that it can be blown away
by the wind anywhere in the Village except in a covered container.
It shall be unlawful to deposit or permit to
fall from any vehicle any garbage, refuse or ashes on any public street
or sidewalk in the Village, provided that this section shall not be
construed to prohibit placing garbage, refuse or ashes in a container
complying with the provisions of this article preparatory to having
such material collected and disposed of in the manner provided herein.
It shall be unlawful to dump or place any garbage,
refuse, ashes, recycling, composting or bulk on any premises in the
Village without the consent of the Board of Trustees.
It shall be unlawful to place or permit reusable
and recyclable material to be combined with regular garbage or composting.
All reusable and recyclable materials shall include but not be limited
to newspapers, glass (clear and colored), metal cans and plastic containers
from food, beverages, detergents, milk and nontoxic household cleaners.
It shall be unlawful to place or permit composting
material to be combined with regular garbage or recycling material.
Composting material shall consist of leaves, grass, brush, stumps,
twigs and branches. Stumps, logs, branches, twigs and shrubs shall
be tied in bundles up to four feet in length and not to exceed 75
pounds.
It shall be unlawful to place or permit to be placed bulk material on the street except on the days specified in §
489-14 of this article. Bulk material shall include, but not be limited to, furniture, mattresses, refrigerators, washers, dryers, stoves, air conditioners and other bulky items and metal as determined by the Superintendent of Public Works.
For the purpose of this article, the Village
is divided into districts as follows:
A. A District: that section of the Village located west
of Long Beach Road.
B. B District: that section of the Village located east
of Long Beach Road.
C. C District: that section of Long Beach Road from the
intersection of Long Beach Road and Island Parkway south to the Village
line.
A. The Superintendent of Public Works shall have charge
of the collection of garbage, refuse, ashes, composting and recycling
in the Village. The collection shall be made from all premises as
follows:
(1) Regular garbage.
(a)
A District: Tuesdays and Fridays, except holidays.
(b)
B District: Tuesdays and Fridays, except holidays.
(c)
C District: Mondays, Wednesdays, and Fridays,
except holidays.
(2) Recycling.
(a)
A District: Wednesdays, except holidays.
(b)
B District: Thursdays, except holidays.
(c)
C District: Wednesdays, except holidays.
(3) Composting. All districts: Mondays, except holidays.
(4) Bulk. All districts: Tuesdays and Fridays, except
holidays.
B. The Superintendent of Public Works shall determine
on which legal holidays there shall be no collection. In such cases,
collection shall be made on subsequent days.
All garbage and refuse for collection by the
Village shall be placed in refuse containers equipped with a cover
and equipped with handles so that they may be lifted and carried by
one man. No such containers shall have a capacity of more than 30
gallons or shall be filled so that the total weight, including the
container, exceeds 75 pounds. All reusable and recyclable materials
must be cleaned and placed in a recycling container provided by the
Village. It shall be the responsibility of each resident to keep containers
in as clean a condition as possible and to keep covers on containers
at all times.
Building material or other refuse caused by
construction shall be disposed of by the builder or contractor at
his expense.
Garbage and other refuse shall be placed at
the curb for collection before 6:00 a.m. in A and B Districts, and
not before 8:00 a.m. in the C District. Containers properly covered
with a secure lid may be put out the night before collection, but
not earlier than 7:00 p.m. It shall be unlawful to allow containers
to remain at the curb for an unreasonable length of time following
collection. In the event that collection is missed by any resident,
containers must be removed from the curb until the next regularly
scheduled collection day.
Whenever the collection of garbage from any
establishment or place shall exceed the normal amount for such a place,
the Superintendent of Public Works shall recommend to the Board of
Trustees the establishment of a special fee for such collection.

Any person, persons, firm, association or corporation
violating any of the provisions of this article shall be liable for
and pay a fine of not less than $100 nor more than $500 for each violation
thereof.
