No person or persons, firm, association or corporation shall dig, remove, carry away, or cause to be dug, removed or carried away any stone, earth, sand or gravel from any public street, highway, sidewalk or public place in the Village of Island Park, except such as may be necessary in the construction of a sidewalk, without a written permit from the Board of Trustees of said Village.
Any person committing an offense against this article shall be guilty of a violation punishable by a fine not exceeding $250 or by imprisonment for a period not exceeding 15 days for each offense, or by both such fine and imprisonment.
