A Recreation Department is hereby established in the Borough.
There shall be a Department of Recreation, the head of which shall be the Supervisor of Recreation, in and for the Borough of Spring Lake, which shall:
A. 
Administer, operate and formulate programs for indoor and outdoor sports and other athletic and recreational programs and activities for children and adults.
B. 
Administer and operate facilities, functions and activities relating to public recreation.

A. 
The Recreation Department shall have the following personnel:
(1) 
Recreation Supervisor. The Supervisor of Recreation, who shall be appointed by the Mayor and shall report to the Borough Administrator and the Board of Recreation Commissioners.
(2) 
Assistant Recreation Supervisor, if needed. The Assistant Supervisor of Recreation shall report to the Recreation Supervisor.
B. 
The salary for the Supervisor of Recreation and the Assistant Supervisor of Recreations shall be paid by the Borough and set by the Borough Council upon the recommendation of the Borough Administrator and Board of Recreation Commissioners.
Upon approval of the Board of Recreation Commissioners, the Department of Recreation may sponsor, arrange and provide for the giving of indoor and outdoor exhibitions, concerts, games and contests, and may use and employ public property for such purposes. The Department may charge and collect, for the use of the Borough, a reasonable admission fee for each person entering or using facilities, exhibitions, concerts, games or contests provided in this chapter when authorized by the Borough Administrator.
The Department, with the approval of the Borough Administrator, may adopt reasonable rules, regulations and bylaws for the conduct of all persons while on or using such public or private property devoted to or being utilized for Borough recreational purposes by the Department of Recreation. Such rules and regulations shall be adequately displayed on such property being so utilized.
