In the Town of Smithfield, there shall be a uniform system for the numbering of residential, commercial and industrial buildings and lots.
Standards set forth in this article are established for the express purpose of promoting the public health and safety by providing a means of locating residential and other structures by fire, police, local EMA (Emergency Management Agency) personnel, as well as such other emergency services as may be required.
A. 
This building and lot numbering system shall be administered by the Smithfield Fire Department which will assign building numbers to all residential, commercial and industrial structures and lots in conformity with the plan developed pursuant to this article. The Smithfield Fire Department shall also be responsible for maintaining a Town-wide alphabetical list of streets with property owners listed in order of their assigned numbers.

All numbering system information obtained shall be provided to 9-1-1 for purposes of continuity.
A. 
Number on structure. Where the residence or structure is within 50 feet of the edge of a street right-of-way, the assigned number shall be displayed upon the front of the residence or structure within five feet of the front door or primary entranceway unless the Fire Department authorizes placement in an alternate location.
B. 
Number at street line. Where the residence or structure is over 50 feet from the edge of the street right-of-way, or when 50 feet or less but not visible from the street, the assigned number shall be displayed on a post, fence, wall or mailbox at the property line adjacent to the walk or access drive to the residence or structure. The number shall be visible from both directions.
C. 
Common access. Where several residential or other structures are served by a short common driveway or private right-of-way which is not a street recognized by the Town, the number at the entrance shall apply to all structures served by the drive or way, and each separate structure shall be identified by a suffix letter (i.e., 115A) in counterclockwise rotation, starting with the structure on the immediate right of the drive or accessway. Extensive accessways or rights-of-way shall be named and numbered where necessary.
D. 
Size, color and type of number. Numbers shall be a minimum of four inches in height, in ordinal form, and in contrasting color to the background color to which they arc affixed.
E. 
Obstruction of number. Visibility of numbers shall not be impaired by any plantings, structures or other objects.
F. 
Interior location. All residents and other occupants are requested to post the assigned number and street name adjacent to their telephone for emergency reference.
G. 
Alternative posting of number. If the primary vehicle approach is not on the front side of the residence or structure, the address number shall be posted on the side of the residence facing the street.
It shall be the responsibility of the owner of any residence or structure, located within the Town of Smithfield, to procure the correct house or building number for the property and to immediately and permanently fasten and place such number upon the house or building as provided by this article.
No owner, occupant, lessee, tenant or subtenant of any residence or structure shall display any address number other than the assigned property number designated by the Smithfield Fire Department.
