The intent of the Board of Trustees of the Village of Elmira Heights is to require that owners of vacant lots maintain said lots and control the vegetation on said lots according to standards set forth herein, in order to eliminate unsanitary, unsightly and rodent-infested lots within the village limits.
Every owner or occupant of land within the village limits shall cut, trim or remove unsightly brush, grass, rubbish or noxious and other rank growths, weeds growing or existing on said land or cause said vegetation or rubbish to be cut, trimmed or removed and to keep such land substantially free from the presence thereon of growing weeds, brush or rubbish. The property shall be presumed to be "substantially free" of overgrowth and in compliance unless said vegetation exceeds 12 inches in height.
Any violation of this chapter shall be subject to the General Penalty (Article II, § 1-15) section of the Code of the Village of Elmira Heights.
