The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.

A. The parking of vehicles is prohibited on all streets
within the Village between the hours of 3:00 a.m. and 6:00 a.m., or
for more than three hours between 8:00 a.m. and 6:00 p.m., on any
day.

B. In addition to those hours specified in Subsection
A of this section, the parking of vehicles is prohibited in the locations described in Schedule XIV (§
140-38) during the hours indicated on such schedule.
C. The parking of any vehicle in a manner blocking a driveway is hereby
prohibited.

D. Except as otherwise permitted on a street limited to one-way traffic,
the parking of any vehicle on a street, so that the left side of such
vehicle is adjacent to the curbline or the unpaved area adjoining
the paved street, is hereby prohibited.

E. It is a violation of this section for any person or vehicle to stop,
stand or park a vehicle in any area designated as a place for handicapped
parking unless the vehicle bears a permit or license or registration
issued by an agency authorized by the law of New York State or any
other state or local government to issue such permit or license or
registration and such vehicle is being used for the transportation
of a handicapped person.

F. The parking of any vehicle within 15 feet of a fire hydrant is hereby
prohibited.

The standing of vehicles is prohibited in the locations described in Schedule XV (§
140-39) during the hours indicated.

The stopping of vehicles is prohibited in the locations described in Schedule XVI (§
140-40) during the hours indicated.
The locations described in Schedule XI (§
140-35), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XII (§
140-36), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XIII (§
140-37), attached to and made a part of this chapter, are hereby designated as bus stops.

No person shall drive, park or place any vehicle
upon the private land of another without the prior consent or invitation,
express or implied, of the owner, lessee or occupant of such land.

A. The Board of Trustees, by resolution, may from time
to time designate days and times on which otherwise applicable parking
regulations as provided in this article shall not be enforced. Reasonable
notice of such resolutions shall be given by posting signs, or in
such other manner as the Board of Trustees may designate in its discretion.
B. Parking waivers.

(1)
The Village Clerk may, upon application, issue a permit to allow
a vehicle or vehicles to be temporarily parked at a location where
and at a time when parking is otherwise prohibited by the provisions
of this chapter. Such application must be submitted: (a) not less
than five days prior to the date of the proposed parking, if five
or fewer vehicles are anticipated, expected or proposed, or (b) not
less than 30 days prior to the date of the proposed parking, if more
than five vehicles are anticipated, expected or proposed.
(2)
All applications for parking waivers shall include the date
and time of the proposed parking, number of vehicles proposed, the
license plates of all such vehicles, exact location of the proposed
parking, including the street, side of the street, and closest intersection,
name and contact information of the applicant, and a statement of
the need for/purpose of such parking.
(3)
Parking waivers may be granted only for one side of a street.
(4)
Upon receipt of an application for the parking of (a) more than five vehicles or (b) a second application for parking of five or fewer vehicles within a one-year period, the Village Clerk shall forward the request to the Board of Trustees. If a majority of the Board members request that the application be discussed at the next Board meeting, the Village Clerk shall not issue the permit until such discussion occurs and the Board issues any proposed recommendations, conditions or modifications. The Board may make recommendations and/or propose conditions or modifications, which may include advice to the Village Clerk as to whether the permit should issue, taking into account the considerations set forth in Subsection
B(5).

In making a determination on any application, the Village Clerk
shall issue a permit unless the Village Clerk determines that the
proposed parking waiver may unduly burden or be detrimental to the
community, unduly impact or impede vehicular and/pedestrian traffic,
unreasonably interfere with the use and enjoyment of neighboring properties,
or potentially endanger the public's safety, health or welfare
by reason of the time, location or duration of the parking. In rendering
such determination, the Village Clerk shall consider the recommendations,
advice and or proposed conditions and modifications proposed by the
Board of Trustees. If the proposed parking is associated with an activity
not permitted by the Village Code, the Village Clerk shall deny the
application.
(6)
Upon rendering a determination, the Village Clerk shall send
the approval, approval with conditions or modifications, or denial
to the applicant.
