It is the intent of this chapter to authorize the City of Jamestown to prepare and submit an application for designation of an area within the City of Jamestown, Village of Falconer and Town of Ellicott as an economic development zone.

A. 
PARCEL A.
(1) 
A-1. Beginning at the southeastern corner of the intersection of Winsor Street and Falconer Streets in the City of Jamestown, proceed south along the eastern curbline of Winsor Street to the northern boundary of the Conrail property where it intersects with Winsor Street. From that point, following the northern boundary of the Conrail property in a northeasterly direction to the conjoining of the Chadakoin River and the Conrail property. From that point, along the northern boundary of the Chadakoin River to its intersection with Alberta Street in the Village of Falconer. From that point following the western curbline of Alberta Street in a northerly direction to the southwestern corner of Alberta and West Main Street. From that point west on the southern curbline of W. Main Street in the Village of Falconer to the political boundary between the Village of Falconer and the City of Jamestown at the southwestern corner of Tiffany Avenue and E. Second Street. From that point, north on the western curbline of Tiffany Avenue to the southwestern corner of Tiffany Avenue and Falconer Street. From that point, follow the southern curbline of Falconer Street to the intersection with James Street in the City of Jamestown. From that point, cross Falconer Street in a northerly direction to the northeast corner of James Street. From that point, follow the eastern curbline of James Street to the fourth entrance to the Jamestown Community College campus adjacent to the Forum Building. From that point, proceed in a westerly direction to the Hundred Acre Brook. From that point, proceed north along the brook to the boundary of Jamestown Community College where it meets with the Hundred Acre Lot. From that point, proceed in an easterly direction to the western curbline of James Street. From that point, follow the western curbline of James Street south to its intersection with Falconer Street. From that point, crossing Falconer Street to the southern curbline, follow said street to the beginning point at the southeastern curb of the intersection of Falconer Street and Winsor Street in the City of Jamestown.

A-2. Beginning in the City of Jamestown at the southeastern corner of the intersection of Third Street and Jefferson Street, proceed south to the lands of the former Erie Railroad Station and then along the southern boundary of same to its intersection with the southwestern corner of Rose Alley. From that point, cross Rose Alley at its southernmost point and proceed along the southern boundary of Parcel 411-4-1 to its southwestern intersection with Washington Street. From that point, proceed south to the intersection with the Washington Street Bridge. From that point, following the middle line of the Washington Street Bridge, proceed south over the tracks to southern boundary of the lands of CAE Blackstone, formerly the AVM Corp. and proceed eastward along the boundary of this property to its eastern edge at Main Street. From that point, crossing Main Street in an easterly direction, proceed northward along the eastern boundaries of the commercial property under the Conrail bridge and owned by Conrail to the northern boundary, of the Conrail tracks. From that point, follow the northern boundary of the Conrail tracks to their intersection with Institute Street. From that point, turning south on Institute Street, continue under the Conrail tracks along the middle of Institute Street crossing to the northwestern corner of the present known boundaries of the Zone at the property formerly known as 4-in-1 Screwdriver, Parcel 414-6-1. From that point, following the eastern curbline of Institute Street, proceed south along same to the northern bank of the Chadakoin River to its intersection with Institute Street. From that point, proceed eastward along said northern riverbank to conjoining with the Conrail tracks at Buffalo Street. From that point, following the southern boundary of the Chadakoin in an easterly direction to its intersection with Alberta Street in the Village of Falconer. From that point, east along the southern boundary of the Village of Falconer property, 104-12-4 to its intersection with Phetteplace Street. From that point, south along Phetteplace Street to its intersection with Lister Avenue. From that point, east along the southern curbline of Lister Avenue to its intersection with South Street. From that point, north on the western curbline of South Street to its intersection with West Elmwood Avenue. From that point, crossing West Elmwood in a northerly direction, proceed east along the northern curbline of West Elmwood to the western boundary of the Village of Falconer property, 105-18-19.2. From that point, northeast along the eastern boundary of Parcel 105-18-19.2 and 105-18-33.1 to the intersection with South Work Street. From that point, follow a northwesterly direction along the western curbline of South Work Street to Parcel 104-18-25, Quality Markets. From that point, west along the southern boundary of Parcel 104-18-25 to its southwest corner, then north along said boundary to its intersection with W. Everett Street. From that point, west along the southern curbline of West Everett Street to southwest corner of Phetteplace Street. From that point, north along the eastern curbline of Phetteplace to its intersection with West Main Street. From that point, east along the southern boundary of West Main Street to its intersection with Moon Brook. From that point, south along the western bank of Moon Brook to its intersection with West Everett Street. From that point, east along the northern curbline of West Everett Street to its intersection with S. Work Street. From that point, crossing S. Work to the southeast corner of E. Everett Street, proceed east on southern curbline of E. Everett to the northeastern corner of Parcel 105-3-1.1, Fancher Chair. From that point, south along the boundary of Parcel 105-3-1.1 and Parcel 105-3-2.1 crossing the intersection of East Elmwood Street. From that point, northeast along the southern curbline of East Elmwood to the political boundary of the Village of Falconer and the Town of Poland. From that point, east along the political boundary with the Town of Poland to the northeast corner of Parcel 107-12-5.2. From that point, south along said boundary to the northern boundary of the Conrail property. From that point, west following the northern boundary of the Conrail property to its intersection with Chadakoin River in the City of Jamestown. From that point, under the Conrail Bridge, continue west along the northern boundary of the Chadakoin River to its intersection with the southwest corner of Institute Street and Harrison Street. From that point, crossing Harrison Street to the northeast corner of Institute Street, proceed north along the eastern curbline of Institute Street to the beginning point at the northwest corner of Parcel 414-6-1. From that point, return north along the eastern curbline of Institute Street crossing at the northern boundary of Parcel 413-4-16; then proceed along this boundary to the eastern boundary of Parcel 413-4-7.1. From that point, proceed north along this boundary to the northern boundary of the Parcel 413-4-7.2 at its intersection with the property formerly known as the Broadhead Mills. From that point, proceed northward along this boundary to the southern curbline of 1st Street and along this curbline to the intersection of N. Main Street and First Street. From that point, proceed southward along the eastern curbline of N. Main Street to the southwest corner of the commercial property under the Conrail Bridge owned by Conrail, crossing N. Main Street to the northern boundary of the lands of CAE Blackstone, formerly the AVM Corp. From that point, proceed along the northern boundary of same to the northwestern corner of CAE Blackstone at its intersection with the Washington Street Bridge; then north along the eastern curb of the bridge to the southern boundary of the property known as the Furniture Mart Building. From that point, proceed east along the southern boundary of same to its intersection with Foundry Alley; then north along the western curbline of Foundry Alley to its intersection with W. 2nd Street. From that point, crossing W. 2nd Street, proceed along the northern curbline eastward to its intersection with Cherry Street. From that point, proceed along the western curbline of Cherry Street northward, crossing W. 3rd Street and W. 4th Street to the southeastern corner of the property known as the Holiday Inn. From that point, following the eastern boundary of the Holiday Inn property, proceed northward to its intersection with W. 5th Street. From that point, proceed in a westerly direction along the southern curbline of W. 5th Street to its intersection with the southwestern corner Washington and W. 5th Street. From that point, proceed south along the eastern curbline of Washington Street to its intersection with Third Street. From that point, proceed along the southern curbline of Third Street in a westerly direction to the beginning point at the intersection of Third Street and Jefferson.

A-3. Beginning at the northwest point of the southern bank of the Chadakoin River at its intersection with Foote Avenue, continue south along Foote Avenue to its intersection with Water Street. From that point, east along the northern curbline of Water Street to its intersection with Winsor Street. From that point, cross Winsor Street to the southwest corner of the Crawford Furniture, Atlas Division property, Parcels 613-1-1, 18-22, and 17.2, follow along the southern boundary of said properties to the intersection with Willard Street. From that point, crossing Willard Street in a northeastern direction, follow the northern curbline of said street to its intersection with Allen Street. From that point, east along the northern curbline of Allen Street to Scioto Street. From that point, crossing Allen Street, proceed east along the northern curbline of Scioto to its intersection with Barrows. From that point, north following the western curbline of Barrows Street to its intersection with Allen Street. From that point, north along the eastern curbline of Allen Street to its intersection with Buffalo Street. From that point, follow the southern curbline of Buffalo Street to Parcel 305-1-6; turning southwest, follow the boundary of same to the southwestern corner of the property. From that point, proceed along the southern boundary of same and Parcel 305-1-7 to Parcel 305-1-9.1; proceed along the boundary of this parcel to the southeastern corner; then east to Buffalo Street. From that point, following the southern curbline of Buffalo Street back to the northeast corner of Parcel 305-1-7. From that point, crossing Buffalo Street, proceed in an easterly direction along the northern curbline of Buffalo Street to the political boundary between the City of Jamestown and the Town of Ellicott which is Tiffany Avenue. From that point, proceed north along the eastern curbline of Tiffany Street to the northern property line of Parcel 35-6-28 to the northeast corner thereof, then continuing north along the property boundaries to the northwestern corner of the property designated as Parcel 35-6-1.2. From that point, east along the northern boundary of Parcel 35-6-1.2 to Elam Street. From that point, crossing Elam Street, proceed south along the eastern curbline of Elam Street south to the intersection of Elam and Superior Street (a paper street). From that point, east along the northern line of Superior Street to Dow Street. From that point, south along the eastern curbline of Dow Street to a point even with the southern boundary of that property designated Parcel 35-2-10. From that point, east along the southern boundary of Parcel 35-2-10 to a point across the 90' right of way of Niagara Mohawk Power Corp on Parcel 10-57-11.1, at N 67 degrees -47'-33" E, 1,083.85 feet to a point. From that point, then S 11 degrees-061'33"E, 500 feet to a point. From that point, then S 78 degrees-53'-27" W, 668.63 feet to a point. From that point, then S 01 degrees-32'-56" E, 361.62 feet to a point. From that point, then S 88 degrees-27'-04" W, 457 feet to a point. From that point, then N 00 degrees-19'48" E, 583.66 feet to a point N 00 degrees 19'-48" E, then back to the beginning point. From that point, north along 90' right of way of Niagara Mohawk Power Corp to the southwestern corner of Parcel 35-2-4. From that point, continue along the southern boundary of Parcels. 10-57-2.2, 10-57-4.2, 10-57-3 to Mason Drive in the Town of Ellicott. From that point, crossing Mason Drive to the northeastern corner of Parcel 10-57-8, follow the eastern boundary of same to its southeastern point. From that point, proceed west to the southwestern corner of same. From that point, turn north and continue to the intersection of said Parcel and Mason Drive. From that point, crossing Mason Drive to the northeastern boundary of Parcel 10-57.9.1. follow the northern boundary of said Parcel, turning southwest at the northwest corner. From that point, at the southwest corner of same, turn east along the boundary of said Parcel to its joining with Parcel 10-21-3.5, known as the Bush property. From that point, south along the westerly boundary of Parcel 10-1-21.3.5 to the southernmost boundary of Parcel 10-1-21.3.5, then east to the intersection with the northeastern corner of Parcel 10-1-26.2. From that point, south along the westerly boundary of 10-1-26.2 to the western curbline of Chautauqua County Highway 106, also known as Willard Street Extension. From that Point, north along the western curbline of Chautauqua County Highway 106 to the political boundary between the Town of Ellicott and the Town of Poland. From that point, north along the political boundary to the southern boundary of the Conrail property. From that point, west along said boundary to its intersection with the Chadakoin River in the City of Jamestown. From that point, continuing west along the southern boundary of the Chadakoin River to the being point at Foote Avenue.
B. 
PARCEL B. Airport Industrial Park: Beginning at the northeastern corner of the intersection of NY Route 60 and Girts Road at Parcel 5-1-150, known as Clark Laboratories, proceed southeasterly along Route 60 along the eastern boundary of same. From that point, continuing along the eastern boundary of Parcel 5-1-149.2 and 5-1-149.1, also known as Clark Laboratories to the southeastern corner of Parcel 5-1-149.1 From that point, proceed west along the southern boundary of same, and Parcels 51-149.3, 5-1-146.2, 5-1-146.1, known as Jamestown Advanced Products, and 5-1-145, known as Johnson Air Design. From that point, at the southwestern corner of Parcel 5-1-145, proceed north to its northwestern intersection with Girts Road; then along the southern curbline of Girts Road back to the beginning point the Girts and NY Route 60.
C. 
PARCEL C. Beginning at the southeast corner of Parcel 2-1-79.1, known as the Producto property, and its intersection with Turner Road, proceed along the northern curbline of Turner Road to the southwest corner of same. From that point, proceed north along the western boundary of the property to its northwest corner, then along this northern boundary to its northeast corner. From that point, proceed south along the eastern boundary to the beginning point at of the Producto property at its intersection with Turner Road.
The economic development zone Certification Officer shall be a title position employee of the County of Chautauqua Industrial Development Agency, but such officer shall not be the Administrative Director of the County of Chautauqua Industrial Development Agency.
The economic development zone Administrative Board for the economic development zone described in § 18-2 above shall consist of 14 members representing the following constituency with powers pursuant to § 963 of the General Municipal Law:
A. 
The Mayor of the City of Jamestown, who shall serve as chairperson.
B. 
The Supervisor of the Town of Ellicott.
C. 
Mayor of the Village of Falconer.
D. 
The Administrative Director of the County of Chautauqua Industrial Development Agency.
E. 
The Director of Development of the City of Jamestown.
F. 
The Executive Director of the Private Industry Council.
G. 
One representative from a commercial business enterprise within the economic development zone described in § 18-2 above, who shall be selected by the Jamestown Area Chamber of Commerce.
H. 
One member from an industrial facility located within the economic development zone described in § 18-2 above, who shall be selected by the Manufacturers Association of the Jamestown Area.
I. 
One representative from Jamestown Community College, to be appointed by the President of Jamestown Community College.
J. 
One legislator from the Chautauqua County Legislature whose legislative district represents any portion of the economic development zone described in § 18-2 above, to be appointed by the Chairman of the Chautauqua County Legislature.
K. 
One representative from organized labor, to be jointly appointed by the Mayor of the City of Jamestown, the Mayor of the Village of Falconer and Supervisor of the Town of Ellicott.
L. 
One representative from a commercial/financial institution, to be jointly appointed by the Mayor of the City of Jamestown, the Mayor of the Village of Falconer and Supervisor of the Town of Ellicott.
M. 
One representative from a community group, to be jointly appointed by the Mayor of the City of Jamestown, the Mayor of the Village of Falconer and Supervisor of the Town of Ellicott.
N. 
One representative who is a resident of the economic development zone described in § 18-2 above, to be jointly appointed by the Mayor of the City of Jamestown, the Mayor of the Village of Falconer and Supervisor of the Town of Ellicott.
The City of Jamestown is hereby authorized to submit an application for designation of an area within the City of Jamestown, Village of Falconer and Town of Ellicott described in § 18-2 above as an economic development zone.
