A.
The Chief of Police shall appoint persons, firms or corporations meeting the criteria set forth in this chapter and engaged in the business of offering the services of motor vehicle towing or wrecker service, whereby damaged, abandoned, hazardous, disabled or illegally parked motor vehicles are towed or otherwise moved from the place where they are damaged, abandoned, hazardous, disabled or illegally parked, by use of a tow vehicle as defined in this chapter. Such persons, firms or corporations shall be known as "official towers."

Official towers shall be identified by means of a license that shall be used in accordance with the provisions of this chapter.

All applicants for a tower's license shall submit their applications at least 60 days prior to the commencement date for each one-year license period, and such application shall be reviewed in accordance with the procedures set forth in this chapter. The award of a license to an applicant shall be subject to compliance with the licensing requirements of this chapter.
D.
For the purposes of the licenses awarded pursuant to this chapter, in the year which it is adopted, the initial term of the license shall be from the date the license is issued until December 31, 1999. Licenses issued thereafter shall be for a one-year period commencing on January 1 of the year in which it is issued and terminating on December 31 in the year in which it was issued.
