[Amended 3-14-1995 by L.L. No. 1-1995; 3-25-1997 by L.L. No.
4-1997; 8-8-2006 by L.L. No. 7-2006]
A. The parking or standing of motor vehicles, on Town roads is restricted between the hours of 7:00 a.m. and 7:00 p.m. at the locations designated in Schedule VII of §
220-27 to the time limits indicated. Notice to the public shall be given by appropriate signs, setting forth the length of time for which parking is permitted and the conditions thereof. These may be upon a parking meter stand or on a sign in the immediate vicinity of the regulated parking zone. Any vehicle that remains in a metered or otherwise regulated parking zone after the prescribed time for parking is hereby determined to be illegally parked.
B. Intent. The installation, use and maintenance of parking
meters and time limit signs is believed necessary where on-street
parking is in short supply in areas where turnover of spaces is desired;
to afford better control and regulation of traffic moving to and from
congested sections; to establish a more efficient system for the enforcement
of parking regulations; to aid vehicle operators in transacting business
requiring a short period of time; and as an exercise of police power.
C. Definitions.
(1) The term "regulated parking zone" as used in this
section shall mean such areas or places on highways, streets and municipally
owned or leased off-street parking areas or parts thereof where, pursuant
to ordinance or duly promulgated regulations, parking meters are installed,
operated, maintained, policed and supervised and where the payment
of a fee for the privilege of parking is fixed and required or where
a sign is installed that explicitly limits the length of time in which
a vehicle is permitted to park.
(2) The term "parking meter space" means any space within
a regulated parking zone or off-street regulated parking lot which
is allocated to the parking of a single vehicle and designated by
suitable marks upon the curb, if any, or pavement adjacent thereto
or by the location of a parking meter or sign.
(3) The word "coins" as used in this section means lawful
coins of the United States of America.
D. Parking meter spaces.
(1) No person shall park a vehicle in any designated regulated
parking space during the restricted or regulated time applicable to
the regulated parking zone in which such meter or sign limitation
is located so that any part of such vehicle occupies more than one
space or protrudes upon the designated space.
(2) No person shall park a second vehicle in a parking
space that is already occupied by another vehicle.
E. Time limit parking.
(1) Where no parking meters exist, limits on length of
parking time will be established by appropriate sign(s) in the area.
(2) No person shall park a vehicle for longer than the time limit shown in Schedule VII (§
220-27) at any time between the hours listed in said Schedule VII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule VII.
F. Maximum parking time.
(1) It is the specific intention of this section that no car shall park longer than the specified time period in any parking spot within a regulated parking zone. The regulated parking zone includes all five locations designated in Schedule VII of §
220-27.
(2) It is intended, to facilitate the purposes as set forth in this section, to limit parking to a maximum of the specified times in the regulated parking zone designated in Schedule VII of §
220-27 to the time limits indicated. This applies to both metered and nonmetered parking spaces in all five locations constituting the regulated parking zone.
(3) Merely depositing additional coins in a parking meter
will not make parking legal which is otherwise illegal as being beyond
the stated maximum time.
(4) It shall be unlawful for any person to cause, allow,
permit or suffer any vehicle registered in his name, or which he has
leased or rented from another person, to be parked longer than the
maximum period of legal parking time established for any location
in the regulated parking zone as described in this division, as shown
on the face of the meter or sign, whichever may be applicable.
(5) The provisions of this section apply whether or not
any additional coins are put in the meter after the vehicle has remained
parked longer than the maximum period shown on the meter face.
(6) The provisions of this section apply whether or not
the vehicle has been moved to a new parking space within the regulated
parking zone.
(7) Each hour beyond the initial period lawfully permitted
hereunder during which the parked vehicle retains in the regulated
parking space shall constitute a separate violation of this section
and shall be punishable accordingly.
One space for taxis shall be allowed at the locations designated in Schedule VIII (§
220-28).
[Added 8-8-2006 by L.L. No. 9-2006]
