It shall be unlawful for any person having custody or control of a bicycle,
skateboard, in-line and/or roller skates, or any other scooter-type device,
to ride or use such in the following locations, unless specifically authorized
by law or code:
A. Sidewalks adjacent to Flynn Street, Court Street, west
side of Campbell Street, North Park Street, South Park Street, East Park Street,
West Park Street, Hanover Street Mall, City Hall.
B. Pathways, grounds and all facility structures in Colburn
Park.
C. Vehicular alley adjacent to Lebanon City Hall.
D. Public entrances/exits used for and/or designed for pedestrian
use in all areas listed above.
E. On any public street, or upon any sidewalk within the compact
area of the City, when it interferes or obstructs vehicle or pedestrian traffic
in any manner.

Bicycles shall be parked on the Mall only in the racks provided thereon
and not in any other location.

Any person violating any of the provisions of this chapter shall be
guilty of a misdemeanor and, upon conviction therefor, shall be liable to
a penalty of not more than $50 for each first offense. Anyone convicted of
a subsequent offense will be liable to a penalty of not more than $500 for
each offense.
