The purpose of this Part 3 is to provide for basic and uniform administration of and compliance with applicable housing standards and to establish the responsibilities of parties concerned therewith.
A. 
This Part 3 shall apply to administration of and compliance with applicable housing standards.
B. 
This Part 3 shall not apply to premises which are not within the scope of applicable housing standards.
