[Adopted 10-14-1924 as Art. 5 of the General Ordinances]
As used in this article, the following terms shall have the meanings indicated:
CROSSWALK
That part of the roadway which is marked off or understood to be where pedestrians should cross.
DRIVER
Includes the driver or rider of a horse and the driver or operator of a bicycle, motorcycle or motor or other vehicle.
STREET
Includes any highway, driveway or public place set apart for the use of vehicles.
STREETCAR
Includes all motor vehicles that run only upon rails or tracks.
VEHICLE
Includes everything on wheels or runners.
A. 
The Police Department is hereby authorized, empowered and ordered to direct, control, restrict and regulate and, when necessary, temporarily divert or exclude in the interest of public safety, health and convenience the movement of pedestrians, animal and vehicular traffic of every kind in streets, squares, parks, parkways, alleys and public places and on bridges.
B. 
Obedience. Pedestrians, drivers of vehicles and all other persons in streets and public places must at all times comply with any direction by voice or signal of members of the Police Department as to stopping, starting, approaching or departing from any place and the method of taking up or setting down passengers or loading or unloading freight.
A. 
No person shall operate any vehicle in any public street at a speed greater than one mile in two minutes.

B. 
No person shall operate a vehicle in a careless or imprudent manner or at a speed so as to endanger the property of another or the life or limb of any person or at a rate of speed that is greater than is reasonable and proper, having regard for traffic and use of the street.
Vehicles in the service of the Police and Fire Departments or the United States Mail, emergency repair wagons in the service of the Village or a public service corporation and ambulances or vehicles of physicians bearing the Red Cross emblem in plain view when proceeding to an emergency call shall have the right-of-way in any street or through any procession, and such vehicles shall have the same right-of-way when returning from such emergency call whenever necessary for the protection of life or property, but the drivers of such emergency repair wagons, ambulances and physicians' vehicles shall satisfy the police that they are actually engaged in answering or returning from such emergency calls.
A. 
Mufflers on motor vehicles shall be absolutely closed within the Village limits.
B. 
Every motor vehicle operated or driven on the streets shall be provided with adequate brakes in good working order and sufficient to control said vehicle at all times when the same is in use.
No person shall drive any vehicle over or across any newly made pavement in any public street, across or around which pavement there is a barrier, or at, over or near which there is a person or sign warning persons not to drive over or across such pavement or a sign that the street is closed.
No person shall place or leave any bicycle, tricycle, motorcycle, motor vehicle or other vehicle upon any sidewalk in such manner as to obstruct traffic on or across the same nor shall any bicycle, tricycle, motorcycle, motor vehicle or other vehicle be left upon any street between the curbs thereof so as to obstruct traffic.
A. 
Where no-parking zones are provided and designated in a visible and suitable manner, it shall be unlawful for any person to park a vehicle within such zone.
B. 
No person shall drive through a safety zone or adjacent traffic lane except with the utmost care. No vehicle shall be parked or left without a driver within 20 feet of either end of a safety zone or within a safety zone or a streetcar stop.
No person shall drive a vehicle or animal between the conveyances of a funeral procession or interrupt or detain such procession or any part thereof in any manner while it is moving on any of the public streets. This section shall not apply to the drivers or persons in charge of ambulances, the vehicles and apparatus of Police and Fire Departments, United States Mail wagons or emergency repair wagons in the use of the Village or of public service corporations.
In towing automobiles through the streets, two men shall be required — one operating the forward machine and one steering the rear machine. The distance between machines shall not be more than 15 feet.
No person shall operate any vehicle in any public street in the Village in such manner as to endanger the life and limb of persons and the property of others. No person shall allow a car to stand in any of the public streets in the Village in such a position and under such conditions as to render it dangerous and unsafe to life and limb and property of others.
Any person violating any of the provisions of this article shall, upon conviction thereof, be punished by a fine not exceeding the sum of $100 or by imprisonment for a period not exceeding 30 days, or both such fine and imprisonment.
