As used in this article, the following terms
shall have the meanings indicated:
CROSSWALK
That part of the roadway which is marked off or understood
to be where pedestrians should cross.
DRIVER
Includes the driver or rider of a horse and the driver or
operator of a bicycle, motorcycle or motor or other vehicle.
STREET
Includes any highway, driveway or public place set apart
for the use of vehicles.
STREETCAR
Includes all motor vehicles that run only upon rails or tracks.
VEHICLE
Includes everything on wheels or runners.

It shall be unlawful to operate a motor vehicle
while intoxicated on any of the public streets, lanes or highways
in the Village.
Vehicles in the service of the Police and Fire
Departments or the United States Mail, emergency repair wagons in
the service of the Village or a public service corporation and ambulances
or vehicles of physicians bearing the Red Cross emblem in plain view
when proceeding to an emergency call shall have the right-of-way in
any street or through any procession, and such vehicles shall have
the same right-of-way when returning from such emergency call whenever
necessary for the protection of life or property, but the drivers
of such emergency repair wagons, ambulances and physicians' vehicles
shall satisfy the police that they are actually engaged in answering
or returning from such emergency calls.
No vehicle of any description shall be parked,
stopped or left standing within 10 feet of a fire hydrant.
No person shall drive any vehicle over or across
any newly made pavement in any public street, across or around which
pavement there is a barrier, or at, over or near which there is a
person or sign warning persons not to drive over or across such pavement
or a sign that the street is closed.
No person riding a bicycle in the public streets
shall hang on to a streetcar, automobile, motorcycle or any other
vehicle of any other nature.
No animal shall be allowed to stand upon the
streets without being properly hitched.
No person shall place or leave any bicycle,
tricycle, motorcycle, motor vehicle or other vehicle upon any sidewalk
in such manner as to obstruct traffic on or across the same nor shall
any bicycle, tricycle, motorcycle, motor vehicle or other vehicle
be left upon any street between the curbs thereof so as to obstruct
traffic.
No person shall drive any vehicle upon any sidewalk
of the Village.
Vehicles approaching a streetcar which is loading
or unloading passengers shall not pass such car but shall slow down
and bring the vehicle to a stop, if necessary, and remain standing
until such car has taken on or discharged passengers.
No one shall drive or conduct any vehicles in
such condition so constructed or so loaded as to be likely to cause
delay in traffic or accident or injury to man, beast or property.
No person shall drive a motor vehicle the license
number plates of which are not clean and clearly legible.
No person shall drive a vehicle or animal between
the conveyances of a funeral procession or interrupt or detain such
procession or any part thereof in any manner while it is moving on
any of the public streets. This section shall not apply to the drivers
or persons in charge of ambulances, the vehicles and apparatus of
Police and Fire Departments, United States Mail wagons or emergency
repair wagons in the use of the Village or of public service corporations.
In towing automobiles through the streets, two
men shall be required — one operating the forward
machine and one steering the rear machine. The distance between machines
shall not be more than 15 feet.
No person shall operate any vehicle in any public
street in the Village in such manner as to endanger the life and limb
of persons and the property of others. No person shall allow a car
to stand in any of the public streets in the Village in such a position
and under such conditions as to render it dangerous and unsafe to
life and limb and property of others.
Any person violating any of the provisions of
this article shall, upon conviction thereof, be punished by a fine
not exceeding the sum of $100 or by imprisonment for a period not
exceeding 30 days, or both such fine and imprisonment.
