A.
All dogs in the unincorporated area of the Town of Ossining must be licensed with the Town Clerk by the age of four months and required to present a current certificate of rabies vaccination at the time of licensing or the renewal of an existing license. The Village of Ossining Board of Trustees has adopted a resolution pursuant to New York Agriculture and Markets Law § 109(b) directing that applications for dog licenses within the Village of Ossining shall be made to the Town Clerk of the Town of Ossining, in accord with the Town Code of the Town of Ossining. For so long as this resolution remains in full force and effect and to the greatest extent permitted by law, dog licensing for those within the Village of Ossining shall be in accordance with this Article II.

All dogs required to be licensed under Subsection A must be licensed by June 1 of each calendar year and the license will remain in effect until May 31 of the following calendar year. It is the obligation of the dog owner to renew the dog license before June 1 of each calendar year. There will be an annual fee for the license that will be set by resolution of the Town Board as amended from time to time.
C.
For those who get licenses for the first time after June 1, the license fee will be prorated for the number of months for which the license will be valid before expiring the following May 31. The dog must then be licensed by June 1 of every following year.
D.
At the same time that a dog is licensed with the Town Clerk, they will also be required to register for the Cedar Lane Dog Park and the Dog Run at Ryder Park as set forth in Article III. There will not be a separate fee for registering dogs of the unincorporated Town or the Village of Ossining and will be an added benefit for licensing the dog. This requirement shall not apply to dogs between the ages of eight months and 10 years that are not spayed or neutered, as these dogs are not permitted to use the dog park as set forth in § 74-21.
