The Board of School Directors of the School District of the
Borough of Lansdowne have assigned and transferred absolutely to the
Council of the Borough of Lansdowne all the books and library appliances
heretofore maintained as a public library; therefore, in pursuance
of the Acts of Assembly made and provided for the same, the Council
of the Borough of Lansdowne does ordain that there is hereby established
in said Borough a free, public, nonsectarian library to be maintained
in such building or buildings within said Borough as the Library Board
hereinafter mentioned, or its successors, shall from time to time
designate.

For the purpose of maintaining said library, there shall be
levied by the Borough Council annually a sum not exceeding three mills
on the dollar of the assessed valuation of the taxable property of
said Borough of Lansdowne.
The President of Council is hereby authorized and directed to
appoint, subject to the approval of the Council, a Library Board of
seven members, all of whom shall be residents of the Borough of Lansdowne;
said appointments to take effect as of April 1, 1929; two to serve
for one year, two for two years and three for three years. All appointments
to fill the places of those whose terms expire shall be for a term
of three years. Vacancies shall be filled for the unexpired terms.
No member of this Board shall receive any salary for his or her services
as such.
The Board of Library Directors shall organize as soon as may
be after appointment, by the election of a President, a Secretary
and a Treasurer from its membership and such other officers and agents
as the Board may deem necessary. The Treasurer shall give bond to
the Borough with satisfactory surety in such amount as the Board may
determine.
All moneys appropriated for the establishment or maintenance,
or both, of the free, public, nonsectarian library hereby established
and all moneys, if any, received from other sources for its use shall
be under the exclusive control and shall be disbursed under the direction
of the Board of Library Directors, which shall make an annual report
to the Council of the Borough of Lansdowne, which shall cover the
fiscal year of said Borough and shall be in such form as provided
by the Acts of Assembly of the Commonwealth of Pennsylvania. The accounts
of the Treasurer of the Board of Library Directors shall be audited
as in the case of other municipal expenditures.
