All dwelling or other buildings in the Borough of Lansdowne
abutting on or adjoining any street or alley in the Borough in which
is constructed a public drain or sewer shall be properly connected
to said drain or sewer in accordance with the general regulations
of the Borough, for the purpose of the discharge of all sewage, waste
or fecal matter or house or kitchen drainage (and other than rainwater)
therein.

The owner or occupant of each property connected to the public
sewer shall be responsible for the maintenance, repair and replacement
of the sewer lateral pipeline from inside the dwelling unit to the
Borough public sewer main. If any properties are connected to the
Borough public sewer main by means of a shared sewer lateral pipeline,
the owners or occupants of all properties connected to such shared
lateral sewer pipeline shall be jointly and severally responsible
for the maintenance, repair and replacement of any such shared sewer
lateral pipeline. Responsibility of the owner or occupant of any property
connected to the Borough public sewer main shall include sewer lateral
line, curb trap and/or vent, including the sewer lateral pipeline
under the public street.
If any property owner, after three months' notice to do so, by resolution of the Council, shall fail or refuse to have his, her or their premises so connected with the public drain or sewer as provided by §
269-1 of this article, the Council may proceed to have the same done and collect the cost thereof as a sewage tax upon such property either by personal action against said owner or by a lien against said premises, with the penalty added thereto, in the manner provided by law.

Whenever the owner or owners of any premises outside the Borough
shall desire to connect his, her or their premises with any public
drain or sewer constructed by and at the expense of the Borough, such
connection may be authorized by the Council in such manner and under
such terms as the Council shall think proper, and upon the payment
into the Borough treasury first being made of the sum as set forth
from time to time by resolution of the Borough Council for each linear
foot of the frontage of said premises.
