This chapter shall be known and may be cited as the "Speed-Timing
Device Ordinance of the Borough of Lansdowne."
The words and phrases used in this chapter shall have the meanings respectively ascribed to them in Act 81 (Vehicle Code), Chapter
1, Section 102, Definitions, of the Vehicle Code of the Commonwealth of Pennsylvania, as supplemented and amended.
The Council of the Borough of Lansdowne hereby declares that
it has approved the use of speed-timing devices to aid in the enforcement
of the Borough of Lansdowne's speed restrictions.
The types of speed-timing devices which can be used shall be
either mechanical or electrical timing devices which are approved
by the Department, as provided in 75 Pa.C.S.A. § 3368 (the
Vehicle Code). For example, and not by way of limitation, the Borough
Council specifically authorizes the use of the Vascar Plus unit, manufactured
by Traffic Safety Systems, Inc., of Richmond, Virginia, and the ESP,
Mdl. TK100, unit, manufactured by the Systems Innovation, Inc., of
Hallstead, Pennsylvania. The above speed-timing devices were approved
under the provisions of 75 Pa.C.S.A. § 3368(d) by the Department
on May 17, 1981, and May 8, 1980, respectively.
The police officers of the Borough of Lansdowne are authorized
and directed to use the approved speed-timing devices to aid in the
enforcement of the Borough's speed restrictions.
Legible signs giving public notice of the use of speed-timing
devices may be posted at or near the public highways at the boundaries
of the Borough of Lansdowne.
