The Common Council hereby grants an extension,
to 90 days after the end of deployment, of any deadline regarding
City water and sewer payments, or the imposition of penalties or interest
therefor for a late payment, owed by a person who is a member of the
Reserves or National Guard deployed for active military duty, or by
the spouse or domestic partner of such person for real property of
a person so deployed. For the purposes of this section, "deployed
for active military duty" shall mean a member of the military Reserves
or National Guard has been ordered to active military duty, other
than training, during a period beginning with a declaration of war
by Congress and ending with a date prescribed by Presidential proclamation
or concurrent resolution of Congress or during any periods of combat
designated by presidential Executive Order or hazardous duty.
