[HISTORY: Adopted by the County Council of Allegheny County 6-5-2007 by Ord. No. 19-07. Amendments noted where applicable.]
Allegheny County is the owner of various exhibit buildings throughout South Park.
Allegheny County enters into an agreement with an organization for the rental/lease of said buildings in South Park.
Allegheny County would like to adopt a policy for the rental/lease of said Exhibit Buildings.
The County of Allegheny will prepare a contract for usage of exhibit buildings located in South Park near the fairgrounds.
Exhibit buildings shall be rented/leased to nonprofit organizations [501(c) 3], with proper documentation, who shall pay the County $200 per month in rental fees or $200 per month in in-kind services.
In-kind services are renovation and/or improvements to the buildings, including such items as painting, window repair, plumbing, electrical, etc. In-kind services will be credited monthly towards rental fees upon proof of expenditures. Said in-kind services must be approved in writing by the Director of Parks or his designee; receipts must be submitted for all expenses. Should in-kind services exceed $200 in any single month, a credit may be taken for future monthly rents. These credits may only be used and limited to a twelve-month cycle (maximum of $2,400), unless specifically agreed to in writing by the Director of Parks or his designee. A value shall not be assessed to volunteer labor.
Should said organization select to perform in-kind services in lieu of paying said rent, it must abide by all local, County, state and federal building codes; the organization will be responsible for any required permits or licenses.
