A. As a means of developing local origination programs
and scheduling therefor, a Committee may be formed by the governing
body of the City, which shall advise the governing body concerning
planning, developing and scheduling a program addressed to the particular
needs of the residents of the City. The activities of this Committee
are to be in conformance with the Federal Communications Commission
Clarification of Rules, Paragraphs 26, 27 and 28, 39 Fed Reg. 14291
(April 1974). The Committee shall work in conjunction with the company
to effectuate the aforesaid purposes.
B. The Committee shall be known as the "Clifton CATV
Committee" and shall be composed of seven members appointed by the
governing body, who shall serve without compensation. One of the members
shall be a member of the governing body and shall be provided full
voting privileges, and there shall also be one alternate member of
the governing body who shall be provided full voting privileges. In
addition thereto, there shall be three alternate members to be appointed
by resolution of the Municipal Council, whose terms shall be for a
period of two years from the date of appointment.

C. Starting in the year 2004, the present members of
the Committee will draw lots to determine if he/she will serve a one-
or two-year term. This method is being used to create staggered terms
on the Committee. Once staggered terms are set for the positions on
the Committee, members of the Committee shall be appointed for a term
of two years. All vacancies occurring, other than by expiration of
term, shall be filled for the unexpired term.

D. The Committee members shall elect from among their
number a Chairperson and a Secretary and may adopt such procedural
rules as they deem appropriate.
E. Each year at the first meeting of the Clifton Municipal
Council in April, the CATV will submit to the Municipal Council, for
its approval, the rules established for the use of the local cable
access channel. The CATV Committee will also submit any revisions
made to the rules when rules are implemented.
F. The use of the access channel shall be open to all
members of the public who successfully undergo training in the use
of the CATV Committee's equipment and can demonstrate the ability
to provide quality programming. No person shall be denied the access
to the local cable access channel due to race, creed, religion, age,
sex or physical handicap.
G. Any local access program not sponsored by the City
of Clifton shall have a disclaimer at the beginning and end of the
show that the views expressed by the program are solely the views
of the individual whose program it is.
