The Department of Parks, Recreation and Community Services shall be headed by a Director who shall be appointed by the Mayor and shall be qualified by education and experience.

The Department of Parks, Recreation and Community Services shall perform or supervise all appropriate functions associated with:
A.
Development and administration of a comprehensive recreation program.
B.
Senior citizen programs and services.
C.
Public health services.
D.
Parks and public grounds development and maintenance.
E.
Public outreach and volunteerism.
F.
Development and administration of programs for the handicapped.
G.
Tree planting, care and removal on public property and in the public right-of-way.
H.
Animal control services.
I.
Before and after school LEAL programs.
J.
Summer camp.

A.
Program fees. The Director of Department of Parks, Recreation, and Community Services shall review and recommend program fees for all programs that run through the Recreation Division twice a year. Such recommendation shall include a description of each program and the justification for the fees being recommended.
B.
Adoption of fees. Program fees shall be adopted by the Township Council by resolution and a copy of said resolution shall be forwarded to the Director of Department of Parks, Recreation, and Community Services, the Chief Financial Officer and the Auditor. No fees shall be collected until the appropriate resolution has been adopted by the Township Council.
