The Paramus Division of Emergency Medical Services of the Borough
is hereby created and established.
As used in this article, the following terms shall have the
meanings indicated:
AUTHORITY
The right to issue orders, give commands, enforce obedience,
initiate action, and make necessary decisions commensurate with rank
or assignment as provided for in the Division rules, policies and
procedures. Authority may be delegated by those so designated. Acts
performed without proper authority or authorization shall be considered
to be in violation of the rules.
CHAIN OF COMMAND
Vertical lines of communication, authority, and responsibility
within the organizational structure of the Division.
DIRECTIVE
A document detailing the performance of a specific activity
or method of operation. "Directive" includes:
A.
GENERAL ORDERBroadly based directive dealing with policy and procedure and affecting one or more organizational subdivisions of the Division.
B.
PERSONNEL ORDERA directive initiating and announcing a change in the assignment, rank, or status of personnel.
C.
SPECIAL ORDERA directive dealing with a specific circumstance or event that is usually self-canceling.
EMERGENCY MEDICAL SERVICES
Any services, including transportation provided by the Paramus
Division of Emergency Medical Services, to a potentially ill or injured
person in response to a call for service.
EMPLOYEE
A person who performs in the capacity of an emergency medical
responder not more than 24 hours per week.
ORDER
Any written or oral directive issued by a supervisor to any
subordinate or group of subordinates in the course of duty.
PATIENT
Any person who receives emergency medical services from the
Division of Emergency Medical Services.
POLICY
A statement of the Division's principles that provides the
basis for the development of procedures and directives.
PROCEDURE
A written statement providing specific direction for performing
Division activities. Procedures are implemented through policies and
directives.
SUPERVISOR
Employee assigned to a position requiring the exercise of
immediate supervision over the activities of other employees.
THIRD-PARTY BILLING AGENCY
A business entity engaged by the Borough of Paramus for the
purpose of affecting the billing of patients and collecting payment
therefrom, which payment shall be remitted to the Borough of Paramus.
The Division of Emergency Medical Services shall consist of
a Chief, two Captains, and three Lieutenants and as many other officers
and employees as are or may be appointed and approved by the Mayor
and Council.
All Paramus Division of Emergency Medical Services vehicles,
equipment, and materials are the property of the Borough of Paramus
and ownership shall remain with the Borough of Paramus and all expenses
and costs shall be incurred by the Borough of Paramus for the proper
maintenance and operation of the Paramus Division of Emergency Medical
Services.
No person shall be eligible to become a member of the Division
of Emergency Medical Services of the Borough of Paramus unless such
person shall possess and provide proof of the following qualifications:
A. Be
not less than 18 years of age.
B. Be
physically fit to perform the duties of an emergency medical technician.
The applicant shall submit to a medical evaluation by a licensed physician.
C. Be
subject to a criminal and motor vehicle record check.
D. Be
subject to pre-employment and random drug testing.
E. Be
a certified emergency medical technician recognized by the State of
New Jersey (N.J.A.C. 8:40A-7.3, Reciprocity).

F. Possess
a valid driver's license if position will require the member to drive.
The name of the applicant shall be provided to the EMS Program
Coordinator who will ensure that the application process is followed
as established in Borough-wide standard operating procedures.
A part-time employee is defined as an employee who is compensated
at an hourly rate for his/her service in the Division. Employees shall
be divided into two classifications.
A. Active:
Any employee who is physically able to perform all duties, including
on-call duty time and training, and other fixed duties.
B. Probationary: Any person, upon successfully completing all of the requirements of §§
9-4 and
9-5, shall be classified as a probationary employee for a period of not less than one year. During the course of this period, the probationary employee will be required to perform all duties set forth in the rules and regulations of the Division. The probationary period may be extended due to the unavailability of any required courses. Upon successful completion of the above requirements, the employee shall be presented to the Executive Board and the Emergency Preparedness Coordinator for appointment as a regular active employee.
The active roster of the Division of Emergency Medical Services
shall be comprised of the number of EMTs necessary to maintain the
operations of the Division.
The Division of Emergency Medical Services may be disbanded
in the following manner:
A. Should
the Mayor and Council consider at any time that the interests of the
Borough will be best served by the disbandment of the Division, either
for neglect of duty or disobedience of orders, or for any other cause,
or in the interest of economy, they may do so at any regular meeting
by a majority vote of the full membership of the Council, 30 days'
notice being previously given to the Chief of the Division of Emergency
Medical Services and the members of the Council.
