As used in this article, the following definitions shall apply:
CONVICTED OFFENDER
Any person who has been convicted of a violation of the following statutes: N.J.S.A. 2C:14-2, N.J.S.A. 2C:14-3 and N.J.S.A. 2C:14-4, where the victim of said crime was a person under the age of eighteen (18).
PERMANENT RESIDENT
Any person who resides within the City of Paterson for more than 30 days in any one year.
Any convicted offender who is or becomes a permanent resident of the City of Paterson shall, upon obtaining permanent residence status as defined in this article or upon passage of this article, register at the Paterson Police Division. At the time of registration, the following information shall be supplied by the convicted offender:
A. 
Name and social security number.
B. 
Street address.
C. 
Driver's license number.
D. 
Make, model and license plate number of any motor vehicle owned or used.
E. 
Nature of each and every offense committed.
F. 
Date of each offense and date of each committed.
G. 
Date of release from custody.
H. 
Prosecuting agency for each offense.
I. 
Age of victim for each offense.
The Chief of Police shall maintain a registry of convicted offenders continuing the information required in § 411-2 of this chapter in alphabetical order by street name, which registry shall be available at all times for inspection by any person. A copy of the registry shall also be forwarded by the Chief of Police to the Paterson School District.

Unless otherwise provided by law, statute or ordinance, any person charged with violating any of the provisions of this article shall, upon conviction thereof, pay a fine not less than $100 nor more than $1,000, be subject to imprisonment for any term not exceeding 90 days or be subject to a period of community service for not more than 90 days, or any combination thereof.

No person over the age of 18 who has been convicted of a violation of any crime against a minor as listed in N.J.S.A. 2C:7-2, and who as a result of said conviction is required to register with the proper authorities pursuant to N.J.S.A. 2C:7-1 et seq., Registration and notification of release of certain offenders, shall be permitted to reside or live within 1,000 feet of any school in the City of Paterson.
A. 
A person who resides or lives within 1,000 feet of any school in the City of Paterson shall have 60 days from receipt of written notice of the prohibition set forth herein to move. Failure to move to a location which is in compliance with this section within that time period shall constitute a violation of this section.
B. 
This section shall not apply to a person who has established a residence prior to March 1, 2006.
Any violation of this section shall be punishable by one or more of the penalties contained in § 1-3, including: a fine not exceeding $1,250; imprisonment for a term not exceeding 90 days; a period of community service not exceeding 90 days.
