A.
There is hereby created a Sewer Advisory Board for
the Township of Upper Allen which shall consist of five members who
shall be appointed by the Board of Commissioners of Upper Allen Township.
The following named persons shall be and they are hereby appointed
as first members of the Board for the terms of office set opposite
their names.[1]

B.
Their successors shall in all cases be appointed for
terms of five years, and all appointments to fill vacancies shall
be for the unexpired terms. All such members of the Board however,
may be removed by and at the pleasure of the Board of Commissioners,
which shall promptly fill any vacancy in membership caused by such
removal by appointing a successor for the period of the unexpired
term of the member of the Board so removed.
The members of the Board shall receive no compensation
for their services as Board members. However, if the Board of Commissioners
of Upper Allen Township deems it advisable, the Board may receive
such necessary expenses as may be fixed, from time to time, by the
Board of Commissioners.
It shall be the duty of the Board to advise
and offer recommendations to the Board of Commissioners of Upper Allen
Township on matters involving the construction, improvement and operation
of the municipal sewer system of Upper Allen Township and on such
other matters as may be referred to it by the Board of Commissioners.
The Board shall submit to the Board of Commissioners an annual report
of its activities and such additional reports as may be necessary.
The Board shall elect from its members a Chairman,
a Vice Chairman and a Secretary and such other officers as the Board
deems necessary, with said officers to have terms of office of one
year and such duties as may be agreed upon by the Board.
