A. 
Whenever any word in any section of an ordinance importing the plural number is used in describing or referring to any matters, parties or persons, any single matter, party or person shall be deemed to be included, although distributive words may not have been used. When any subject matter, party or person is referred to by words importing the singular number only, or the masculine gender, several matters, parties or persons and females as well as males and bodies corporate shall be deemed to be included. Words in the present shall include the future.
B. 
The words "person, firm or corporation" shall be deemed to include any association or organization of any kind. The words "this ordinance" or "this chapter" shall be held and taken to mean the entire enactment, including each and every section thereof. The word "city" whenever used shall be held and taken to mean the City of New Carrollton. The words "written" and "in writing" may include printing, mimeograph, offset or any other reproduction of the words.
C. 
No construction shall be applied to any section of an ordinance which contains any express provisions excluding such construction or where the subject matter or content of such section may be repugnant thereto.
The occupant of any premises and the owner of unoccupied premises upon which a violation of an ordinance is apparent, the owner of any object or material placed or remaining anywhere in violation of an ordinance and the occupant and owner of any premises served by any excavation, connection or structure illegally made or erected shall be deemed prima facie responsible for the violation so evidenced and subject to the penalty provided therefor.
The City Council may from time to time amend this Code, consistent with the provisions of the City Charter. Each said amendment shall have the same force and effect as if originally included in this Code or any ordinance herein.

This volume of ordinances shall hereinafter be titled the "Code of the City of New Carrollton." Wherever reference is made to the above-titled name, it shall mean the entire body of ordinances herein contained and each and every chapter, Article and section therein.
