A. 
No person shall ride upon any portion of any vehicle not designed or intended for the use of passengers when the vehicle is in motion. This provision shall not apply to any person whose employment requires him to ride upon portions of a vehicle not normally intended for passengers. Such persons may include but are not restricted to trash collectors, firemen and newspaper deliverymen.
B. 
The driver of a vehicle shall not back the same unless such movement can be made with safety and without interfering with other traffic.
C. 
No person shall drive any vehicle upon a sidewalks, except to cross a sidewalk at a permanent or duly authorized temporary driveway.
D. 
No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.
E. 
No person on roller skates or riding in or by means of any coaster, toy vehicle or similar device shall go upon any roadway except while crossing a street; and when so crossing, such person shall be granted all of the rights and be subject to all of the duties applicable to pedestrians.
F. 
It shall be unlawful for any person to remove, deface, mutilate or alter in any way any official traffic control device, sign, signal or marking erected under the authority of this chapter.
G. 
It shall be unlawful for any person to place, maintain or display upon or in view of any public street any unauthorized sign, signal, marking or device which purports to be or is an imitation of or resembles an official device, sign or marking or which attempts to direct the movement of traffic or which hides from view or interferes with the effectiveness of any official traffic control device.
H. 
It shall be unlawful for any person or persons to ride, drive or haul any horse, cow or other like animal upon or over any of the sidewalks in the City.
I. 
Except on streets which may be designated by the Mayor and roped off or protected by signs, it shall be unlawful for any person to coast, slide or ride with or on any sled or sleigh or to cause or permit any vehicle, by whatever name called, other than motor vehicles, wagons, carts, bicycles or other similar vehicles, to roll on or run by gravitation along, over or upon any sidewalk, street, alley or highway within the City.
A. 
The Mayor is authorized to designate, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections and at such other places where in his opinion there is particular danger to pedestrians crossing the roadway. The Mayor is also authorized to establish pedestrian safety zones of such kind and character and at such places as he may deem necessary for the protection of pedestrians.
B. 
Except where otherwise indicated by a crosswalk or other official traffic control devices, a pedestrian shall cross a roadway at right angles to the curb or by the shortest route to the opposite curb.
C. 
Pedestrian traffic shall have the right-of-way over vehicular traffic at all intersections at which a stop sign or a yield sign has been erected and whenever crossing a roadway within a crosswalk.
D. 
Every pedestrian crossing a roadway at any point not protected by stop signs, yield signs or pedestrian crosswalks shall yield the right-of-way to all vehicles upon the roadway.
E. 
Whenever a vehicle is stopped at a crosswalk, an intersection or at any other place for the purpose of permitting a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass such stopped vehicle.
F. 
No person shall stand in a roadway for the purpose of soliciting a ride.
G. 
No person shall stand in a roadway for the purpose of soliciting employment, business or contributions from the occupant of any vehicle.
A. 
Every person riding a bicycle upon a roadway shall be granted all of the rights and be subject to all of the duties applicable to the driver of a vehicle by this chapter, except as to special regulations in this section and except as to those provisions of this chapter which, by their nature, can have no application.
B. 
Any person operating a bicycle shall obey the instructions of official traffic control devices applicable to vehicles, unless otherwise directed by a police officer, unless such person dismounts from the bicycle, in which event such person shall then obey the regulations applicable to pedestrians.
C. 
No person fifteen (15) or more years of age shall ride a bicycle upon any public sidewalk.
D. 
Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian on the sidewalk.
E. 
A person propelling a bicycle shall not ride other than on or astride a permanent and regular seat attached thereto. No bicycle shall be used to carry more persons at one (1) time than the number for which it is designed or equipped.
F. 
No person riding a bicycle shall attach it or himself or herself to any vehicle upon a roadway.
G. 
Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practical.
H. 
Every bicycle in use upon a public street at any time between the hours from sunset to sunrise shall be equipped with a lamp on the front which emits a white light visible from a distance of at least five hundred (500) feet to the front and a red reflector or lamp on the rear which shall be visible from a distance of at least five hundred (500) feet to the rear when in line with the normal lower beams of headlamps on a motor vehicle.
I. 
Every bicycle in use upon a public street shall be equipped with a brake which will enable the operator to make the braked wheels skid on dry, level, clean pavement.
J. 
Every bicycle in use upon a public street shall be equipped with a horn, bell or other similar warning device capable of giving a signal audible for a distance of at least one hundred (100) feet.
