The purpose of this chapter is to create a process whereby the City
Council may grant departures from design standards, landscaping standards
including parking and loading standards, and sign design standards, as well
as variances from lot size, setback, lot coverage, lot/width frontage, green
area, height and any other requirements of the Prince George's County
Zoning Ordinance from which a variance may be granted by the Prince George's
County Council or Board of Appeals in order to overcome deficiencies in the
current zoning process, to remove obstacles which hinder development within
the City and to promote community and economic vitality by encouraging appropriate
development within the City.
As used in this chapter, the following terms shall have the meanings
indicated:
PERSON OF RECORD (PARTY OF RECORD)
The owner, applicant, correspondent and any person who, in writing,
prior to the close of the hearing before the Planning Board or Board of Appeals
or in testimony before the Planning Board or Board of Appeals, requests to
become a party to the proceeding.
The City will create a single board, the Board of Appeals (the Board),
with at least three (3) members, to review and approve all planning and zoning
issues.
