There shall be a Department of Public Works,
the head of which shall be the Director of Public Works. The Director
shall be appointed by the Manager and, prior to his appointment, shall
be qualified through training and experience in public work administration.
The Department of Public Works shall have the
following duties within the Borough:
A. Streets and roads.
(1) To provide for construction, reconstruction, maintenance
and repair of all Borough roads.
(2) To regulate street openings and the construction,
alteration and repair of sidewalks, curbs and gutters.
(3) To clean all Borough roads.
(4) To remove snow from all Borough roads and parking
areas.
(5) To provide for the construction, reconstruction, maintenance
and repair of all Borough storm sewer facilities.
B. Lakes and streams.
(1) To provide for the maintenance of Borough-owned lakes
and streams, including routine testing, weed and algae control, lake
level control and fish preservation and stocking.
(2) To provide for surveillance of all inlet waters to
the Borough lakes and streams from the standpoint of sedimentation
and pollution.
(3) To provide for cooperation with municipalities upstream
and downstream of the Borough's waters for the purpose of flood control,
pollution control and water conservation.
C. Borough property.
(1) To care for all Borough playgrounds and other grounds,
including the trees, lawns and landscaping appurtenant to municipal
buildings and the recreational areas and facilities.
(2) To provide for the pruning, trimming, removal and
planting of shade trees and shrubbery in the streets and all other
Borough places.
(3) To provide custodial and janitorial services for all
Borough buildings and places.
(4) To operate and maintain Borough-owned properties,
including tax-foreclosed properties.
D. Water utility.
(1) To provide for the installation, maintenance and repair
of water transmission and distribution mains and of fire hydrants.
(2) To provide for the maintenance and repair of water
tanks, wells and pumps.
(3) To provide for the reading of and the installation,
replacement, maintenance and repair of water meters.
E. Sewer utility.
(1) To provide for the installation, maintenance and repair
of the public sewer system, including house connections (i.e., laterals
from sewers to property lines).
(2) To provide for the maintenance and repair of sewer
meters in the public sewer system.
F. General. To perform such other services as the Manager
may direct.
