The following provisions shall apply to each
and every license or permit of any kind issued by or requiring the
approval of the City of Pleasantville.
Pursuant to the provisions of N.J.S.A. 40:52-1.2,
any applicant who is the owner of the property, seeking the issuance
or renewal of any license or permit issued by or requiring the approval
of the City of Pleasantville shall be required to pay any delinquent
property taxes or assessments on the property wherein the business
or activity for which the license or permit is sought or wherein the
business or activity is to be conducted.

Any licensee or permittee, who is an owner of
the property on which the licensed business or permitted activity
is conducted, who has failed to pay the property taxes due on the
real estate for at least three consecutive quarters, shall be subject
to the revocation or suspension of said license or permit upon notice
thereof by the City of Pleasantville. Each such licensee or permittee
so notified shall have 30 days within which to make payment of the
delinquent taxes or assessment. Upon failure to make payment, the
City Clerk, without further notice, shall cause the license or permit
in question to be revoked or suspended and shall notify said licensee
or permittee of said suspension or revocation. Any licensee or permittee
who, during any period of suspension or revocation, continues the
business or activity licensed or permitted during such period of suspension
or revocation shall, upon conviction thereof, be punished by a fine
of not less than $100 nor more than $1,000, imprisonment for a term
not exceeding 90 days and/or a period of community service not exceeding
90 days.
Prior to the issuance or renewal of any license
or permit subject to the provisions of this article, the City Clerk
shall require that the applicant present sufficient proof from the
Tax Collector of the City of Pleasantville indicating that no taxes
or payments are due on the property. The City Clerk may provide to
the applicant a form upon which such proof may be given by the Tax
Collector of the City of Pleasantville.
