Pursuant to the statute in such case made and provided, the owner and
operator of the Pleasantville Shopping Center, and for the purpose of preserving
public peace, health and safety, the entire premises of the Pleasantville
Shopping Center, as more particularly described on the map on file in the
office of the City Clerk, is hereby declared to be a public place. The aforesaid
entire premises of the Pleasantville Shopping Center as shown on the aforesaid
map is bounded on the southeast side by Doughty Road, on the southwest side
by Black Horse Pike, on the northeast side by the northeast boundary thereof
as indicated on said map, and on the northwest side by the boundary thereof,
as shown by said map, together with means of ingress thereto and egress therefrom,
which property consists of stores and shops as shown upon said map, together
with the black paved area to the southwest and northeast of said buildings
used for parking.
The owner, lessee or operator of any store or shop and all customers, patrons and all other persons therein shall maintain quiet and good order upon the premises described in §
197-6, including the black paved portion thereof, and shall not permit disorderly or immoral conduct or loitering thereon, nor shall they or any of them permit any noise or nuisance either in the stores or shops or on the parking area above referred to, whereby the quiet and good order of the said shopping center are disturbed.
No person on the premises of said shopping center as described in §
197-6, or in any area in the shopping center, including the paved area thereof as shown on the map, shall race the motor of any motor vehicle, start suddenly or bring to a sudden stop any motor vehicle accompanied by loud noise, blow any horn of any motor vehicle or cause to be made any other loud or unseemly noise, nuisance or disturbance whereby the quiet and good order of the premises or the neighborhood or patrons of the stores and shops are disturbed.
No person shall enter the premises described in §
197-6 or any part thereof in a vehicle of any kind and use said premises or any part thereof for cruising or racing as a shortcut to another street or annoy or endanger any person or other vehicle lawfully on the premises.
It shall be the duty of the operator of said shopping center to post
on the premises, in conspicuous locations, one or more signs bearing the following
legend:
CRUISING IN OR CONGREGATING AND LOITERING OUTSIDE OR INSIDE OF A MOTOR
VEHICLE IS UNLAWFUL ON THESE PREMISES. NO UNOCCUPIED VEHICLES MAY BE LEFT
ON THE PREMISES UNLESS ENGAGED IN LAWFUL BUSINESS IN THE SHOPPING CENTER.

Any person who violates any provision of this article shall, upon conviction
thereof, be punished by a fine of not less than $100 nor more than $1,000,
imprisonment for a term not exceeding 90 days and/or a period of community
service not exceeding 90 days.
