This chapter is adopted pursuant to the laws
of the State of New York in order to protect and promote the health,
safety and welfare of the community. Among other purposes this chapter
is intended to prevent the overcrowding of lands, to avoid undue concentration
of population, to facilitate the adequate provisions of transportation,
water, sewage disposal, schools, parks, and other public requirements,
to consider the value of property, and to establish zones in which
regulations concerning the use of lands and structures, the density
of development, the amount of open space that must be maintained,
size of yards, the provision of parking and control of signs, and
other provisions will be set forth to encourage the most appropriate
development of the Town in accordance with the Comprehensive Land
Use Plan of the Town of Ithaca as the same may be amended and updated
by the Town.
