There is hereby established the Schenectady
- Nijkerk Council.
The purpose of the Council is to organize international
exchange visits between Schenectady and Nijkerk, the Netherlands,
the home of Schenectady's founder, Arendt Van Curler, which will foster
friendship and promote economic, cultural, historical and artistic
ties between the communities.
Each member appointed by the Mayor shall serve
a term of three years; provided, however, that of the 11 members first
appointed, four members shall be appointed for a term of three years
and four members shall be appointed for a term of two years and three
members shall be appointed for one-year terms.
The Schenectady - Nijkerk Council shall have
the following powers:
A. The Schenectady - Nijkerk Council is authorized to
undertake fundraising activities for the purposes of this chapter.
B. The Schenectady - Nijkerk Council shall have the authority
to promulgate its own rules and regulations where not inconsistent
with this chapter.
C. The Schenectady - Nijkerk Council must report annually
to the Mayor and City Council on its activities and financial condition.
The provisions of this chapter are severable
and the invalidity of any part of this chapter shall not affect the
validity of the rest of the chapter.
