A board of examiners to be known as the "Electrical
Licensing Board" is hereby created. The Board consists of the Building
Inspector and eight other members appointed by the Mayor with the
following respective qualifications:
A. A professor of electrical engineering from a local
college.
B. An authorized representative of the Niagara Mohawk
Power Corporation.
C. A licensed electrical contractor.
D. A master electrician having at least 10 years' experience
in the City of Schenectady.
E. A journeyman electrician having at least 10 years'
experience in the City of Schenectady.
G. A licensed professional engineer with a bachelor's
degree in electrical engineering.

The Building Inspector serves by virtue of his
office. The terms of office of the other members are three years,
except that two of the initial appointees serve for one year, three
for two years and three for three years as specified by the Mayor.
Appointments to fill vacancies are for the remainder of the unexpired
term.

The service of a member of the Board may be
terminated by resignation or by the Mayor for misconduct or continuous
absence.
The Board shall elect a Chairman and Secretary
from its membership. The Chairman votes as a member on all matters
coming before the Board. The Building Inspector shall furnish secretarial
services to the Board as needed.
Five members of the Board constitute a quorum. The affirmative vote of five members is required for any substantive action to be taken by the Board except a suspension or revocation of a license under §
138-87.
Members of the Board other than the Building
Inspector are to be reimbursed for necessary and reasonable expenses
incurred and may be compensated for attendance at Board meetings.
The Board shall meet at least once every three
months and more frequently if the volume of business so dictates.
The Secretary of the Board shall make a record
of all meetings held and business conducted and keep it in the Building
Inspector's office.
