The City Engineer is hereby authorized and directed
to proceed with a numbering or renumbering of all houses and buildings
used for residence or business purposes in the City or building lots
shown on all subdivision plans approved and filed as required by law,
with all reasonable dispatch, according to the numbering system herein
provided.
When the City Engineer has assigned numbers
hereunder to the houses, buildings and lots on any block or street,
he shall give written notice to the owner or occupant of each house,
building or lot stating that, pursuant to this chapter, a given number
has been assigned to the house, building or lot and stating the date
on which the new number will become effective. The effective date
when the new numbers take effect shall be not less than 30 days from
the date of mailing or serving written notice of the assignment of
the number.
The City Engineer shall keep a record of all
numbers assigned, such record also showing the former number, if any,
and he shall promptly deliver certified copies of the portions of
such record covering blocks or streets to the City Clerk and to the
Postmaster at Schenectady as the numbers are assigned to houses, buildings
or lots on blocks or streets as herein provided.
After a house or building has been numbered
or renumbered as provided in this chapter, the number shall not be
changed except by ordinance of the Council, except that the City Engineer
shall have the power to correct or reassign any number when a number
has been improperly placed or assigned.
All houses and buildings in the City to which
numbers are assigned under the provisions of this chapter shall have
affixed on the front thereof in a conspicuous place the number so
assigned, the figures being not less than 2 1/2 inches in height
and of proportionate width to make them readily legible from the street.
Property owners in the City are hereby required, within 30 days from the date set for the taking effect of new numbers as shown by the notification of the City Engineer to the property owners, to secure proper numbers and have them properly displayed in accordance with §
140-6; and in the event of failure on the part of property owners to secure and display such numbers in the period of time herein provided, the City Engineer is empowered and directed to procure such numbers and to have them displayed on said buildings and to submit an accurate bill of the cost of procuring and displaying such numbers to the owner of said properties, with his order that they shall forthwith reimburse the City Treasury for such cost.
