The provisions of this Administrative Code are
severable, and if any provision is held illegal, such illegality shall
not affect the remaining provisions. It is the legislative intent
of the Council that the Code would have been adopted if such illegal
provision had not been included.
Unless expressly or implicitly modified or repealed
by the Charter or this Administrative Code, the provisions of the
Second Class County Code and other applicable laws shall govern the operations
of Allegheny County Government.
Unless otherwise provided, this Administrative
Code shall become effective in accordance with the provisions of the
Home Rule Charter.
