The first such two year term shall begin on the first day of January 2005, and shall end on the 31st day of December 2006. Any vacancy in the membership of the Authority shall be filled for the unexpired portion of the term by the Board of Selectmen. The Authority may adopt rules for the conduct of its business and elect such officers as the Authority may deem appropriate. Any member may be removed by the Board of Selectmen for cause after hearing.
The members of the Water Pollution Control Authority shall receive no compensation for their services but shall be reimbursed for the necessary expenses incurred in the performance of their official duties, provided that such expenses are authorized by the Authority.

The Town hereby ratifies any and all actions taken by the Board of Selectmen, acting as the Water Pollution Control Authority, prior to the effective date of this chapter, and the adoption of this chapter shall in no manner rescind, abrogate, or make ineffective any of the actions of the Board of Selectmen in its role as Water Pollution Control Authority prior to the effective date of this chapter.
