Many miles of beach lie within the corporate boundaries of the Village of Old Field. These beaches are, for the most part, not extensive in width between the upland and the low water mark and have been in the past subject to extensive erosion. These beaches are composed of sand and small stones loosely packed together and form an aggregate which is too loose for the proper support of a motor vehicle. The operation of motor vehicles along these beaches will aid in their erosion, create unsightly and damaging ruts and endanger the peace and safety of the residents of the village.
As used in this article, the following terms shall have the meanings indicated:
BEACH
All the area along the shores of Long Island Sound, Port Jefferson Harbor, Conscience Bay and Flax Pond lying within or adjacent to the Village of Old Field between the average low water mark and the upland.
MOTOR VEHICLE
Every vehicle that is self-propelled.
No motor vehicle shall be operated on the beach at any time unless it is operated by a member of a police department, the armed services or a fire department or other municipal department in the course of his duty or unless it is operated in connection with construction or maintenance work when licensed by the village or unless it is operated in connection with the launching of a boat by trailer from a public beach immediately adjacent to the strand or by an owner of the upland immediately adjacent to such strand.
