It shall not be lawful for any person, firm or corporation to keep or store kerosene in quantities of more than ten (10) gallons or to sell kerosene or other illuminating oils in any quantity whatsoever without first procuring an annual permit therefor from the Fire Chief, except that a paint store, public garage or wayside gasoline and oil filling station permit shall be sufficient.
A. 
Kerosene or other illuminating oil shall be kept in approved tanks and shall not be stored in any cellar or under any stairway or other similarly hazardous location.
B. 
No person shall offer for sale any kerosene or other illuminating oil which will emit a flammable vapor at a temperature lower than one hundred ten degrees Fahrenheit (110º F.).
C. 
Each place of business covered by a permit under this section shall be kept free and clean of wastepaper and other flammable material and shall provide sand in buckets or pails in convenient places for quick use in case of fire.
